A draft government resolution "On Measures for the Implementation of the Fifth Stage of the World Program for Human Rights Education in Uzbekistan" has been submitted for public discussion. The document provides for a number of proposals aimed at expanding human rights education in the system of general secondary, secondary specialized, vocational, and higher education.
The draft resolution provides for the introduction of an "Ombudsman Hour" in general secondary schools and secondary specialized educational institutions starting from January 2026.
At the same time, human rights topics will be included in the content of "Kelajak soati" lessons, which will be held in schools from 2026 to 2029. Competitions of essays, pictures, and videos on the topic "My Rights" will be held among students.
Also, "Human Rights Week" is held annually in December. Within its framework, the "New Uzbekistan and Human Rights" festival (open days) will be organized in all general secondary, secondary specialized, vocational, and higher educational institutions;
Starting from June 2026, a national competition of innovative initiatives "Human Rights Education for Children and Youth: Gender Equality, Climate Change and Digital Inclusion" will be launched. A special Regulation is developed for the competition and is regularly held annually.
The project proposes to hold interactive trainings, debates, "Digital Rights Week" events, and a hashtag campaign #MyDigitalRights throughout the republic on the topic "My Digital Rights" starting from September 2026.
