Our school has been paying a fine for more than 20 hours of lessons for two years, and even if we explain that this is illegal, this situation continues. It is known that currently, there are instances where regional employment units require teachers of general education schools to indicate more than one class hour, even less than the minimum amount of extra class hours (1 or 2 hours), as vacant class hours in monthly reports.

That is, despite the fact that a highly qualified teacher took more than 20 hours of lessons based on the Regulation "On the procedure for compiling classes and forming tariff lists in general education institutions" (No. 3271), the school director is forced to show the extra hours allocated to the same teacher monthly to the regional employment department as a vacancy.

In fact, by the Resolution of the Cabinet of Ministers dated April 28, 2021 No. 243 "On approval of the Regulation on the procedure for the formation and use of funds of off-budget funds of organizations in the public education system," additions and changes were made to Appendix 3 to the Resolution of the Cabinet of Ministers No. 275.

According to it, paragraph 20 was added to the "Regulations on remuneration of employees of public education," which states that the part of the class hours set for teachers up to the amount of one and a half stages based on the tariff list, which exceeds one rate, is not recorded as vacant jobs.

However, unfortunately, there are cases where this norm is assessed by the territorial employment departments as contradicting other legislative acts, and school principals are fined.
