Will an elementary school teacher receive a stipend for a national level C certificate?

I received a Level C certificate in the national certification exam in Spring 2024. (i'm an elementary school teacher) but is it true that I don't get paid a surcharge, according to the words of our "zavuch"?

According to paragraph 9 of the Presidential Decree No. UP-134 of May 11, 2022, "On Approving the National Program for the Development of Public Education for 2022-2026," it is envisaged to pay teachers with a certificate obtained in the national assessment system of the Agency for the Evaluation of Knowledge and Skills a 20% bonus to their tariff rate.

Also, by the decision of the Ministry of Higher Education, Science and Innovation No. 4-q/q dated April 4, 2024 and the Ministry of Preschool and School Education No. 3-mh dated April 2, 2024, the list of national and internationally recognized certificates that determine the level of knowledge of foreign languages and general education subjects was approved.

Chapter 4 of this joint resolution states that a national certificate at the level of C, which determines the level of knowledge of general education subjects, is the basis for payment of a bonus.

Also, the minimum level of certificates to receive a bonus for certificates received before the entry into force of this joint decision is set at 60 points.

Therefore, a primary school teacher with a national certificate at the level of C (60 points for certificates obtained before the entry into force of this decision) should be paid a bonus.

It should be recalled that certificates determining the level of knowledge of general education subjects are valid for the class hours of specialists in primary grades in this subject.
