Are points awarded for bonuses to teachers who have completed the circle?

I submitted documents to receive a bonus from the director's fund. Throughout my career, I have worked with underperforming and gifted students and conducted clubs.
But is it true that the vice-principal and the director say that he will not receive any points?

The criteria for evaluating the activities of teachers, psychologists, and library staff are approved in Appendix No. 1 to the Regulation, approved by the Resolution of the Cabinet of Ministers No. 823 of September 30, 2019.
Clause 8 of this criterion indicates the number of points awarded to pedagogical workers for extracurricular activities.
According to it, the teacher:
- organized events aimed at stimulating creativity (such as photo exhibitions, handicrafts, musical and theatrical performances) - 5 points;
- conducting additional classes (debat and storytelling clubs, school radio/newspaper/website, information and analytical classes) that teach students to think and broaden their horizons, giving them new skills - 10 points;
- 15 points are awarded for conducting work that encourages students to research (conducting additional classes with gifted and underperforming students, events in the art of speech).
Only in this case, a maximum of 15 points should be awarded for work carried out on the basis of these indicators. That is, even if the teacher has completed all the work stipulated in the assessment criteria, the score for this item should not exceed 15 points.
If a teacher has conducted additional classes with gifted and underperforming students and submits documents justifying the organization of these classes to the school's Working Group, the teacher may be awarded 15 points.
What documents are submitted to the Working Group according to this criterion?
For this purpose, the school's Working Group is provided with a brief (no more than one page) information about the extracurricular activities conducted by the teacher and no more than two photographs of this activity.
For example, if a teacher conducts club activities with gifted and underperforming students, no more than one page of information about the activities of this club and no more than two photographs justifying the conduct of these club activities are provided.
Also, if a speech on a school radio is made as an extracurricular activity, its electronic versions (CD-DVD or other external storage devices), a copy of articles in the school newspaper are submitted to the Working Group as supporting documents.
If the school website is maintained by the teacher, then a supporting document is not required by the teacher and is determined independently by the Working Group.
The general conclusion on the above question is that we believe that a teacher should be awarded 15 points for organizing club activities for gifted and underperforming students.
Basis: the Regulation approved by the Resolution of the Cabinet of Ministers No. 823 dated September 30, 2019, and the instruction letter of the Ministry of Public Education No. 02-02/3-1699 dated June 11, 2021.
