What changes will occur in the preschool and school education system by 2030?

By the Decree of the President of the Republic of Uzbekistan dated September 11, 2023, the "Uzbekistan - 2030" Strategy was approved.

After President Shavkat Mirziyoyev emphasized the need to revise the "Uzbekistan - 2030" strategy in his address to the Oliy Majlis on December 26 of this year, the revised draft of the "Uzbekistan - 2030" strategy was submitted for public discussion.

However, in the improved draft of the strategy, no significant changes are observed in the direction of the education system. That is, it can be seen that the effectiveness indicators of the goals to be achieved in the field of education until 2030 practically do not differ from the previous version.

The improved draft of the "Uzbekistan - 2030" Strategy defines several tasks for reforming the education system, the implementation of which is planned:

• bringing the level of preschool education coverage of children to 80 percent;

• 100% provision of preschool educational organizations with clean drinking water and modern sanitary and hygienic infrastructure;

• 100% coverage of children with preparatory groups for school;

• implementation of free buses for students of 715 general secondary educational institutions located in remote and hard-to-reach areas;

• 100% provision of general secondary educational institutions with clean drinking water and modern sanitary and hygienic infrastructure;

• publication of 1000 new generation textbook collections (textbooks, workbooks, methodological manuals for teachers);

(The previous edition envisaged the creation of about 700 new textbooks, workbooks, methodological manuals for teachers, and mobile applications.)

• creation of 1,000 multimedia applications for tablets based on new generation textbooks;

• attracting 600 "native speakers" of foreign specialists to educational organizations annually;

(In the previous version, it was set at 500 people)

• bringing the share of general secondary educational institutions in which the assessment system of Presidential and specialized schools has been introduced to 100 percent;

• continuous professional development of 500 thousand employees of preschool educational organizations and general secondary educational institutions;

• bringing to 17 percent the share of personnel trained on the basis of a state grant in pedagogical education for applicants from in-demand areas and remote areas;

• increasing the average salary of pedagogical workers of preschool educational organizations and general secondary educational institutions by 2 times;

• bringing the number of non-state general secondary education organizations to 1,000;

• allocation of preferential loans in the amount of 1 trillion soums for the establishment of the activities of non-state general secondary educational organizations;

• increasing the share of students studying in non-state general secondary educational organizations by 3 times;

• bringing the level of higher education coverage of graduates of general secondary schools and academic lyceums to at least 50 percent;

• increasing the share of providing general secondary education organizations with teaching staff with higher education to 100 percent.

Also, in the previous version of the "Uzbekistan - 2030" Strategy:

• implementation of vocational training courses in all general secondary educational institutions;

• sending 1,000 educators and teachers abroad for advanced training and internships;

• starting from 2024, conclude contracts annually for the construction of at least 100 general secondary educational institutions on the basis of public-private partnership;

• it was planned to implement projects to expand the network of general secondary education organizations worth 2 billion dollars on the basis of public-private partnership and funds attracted from international financial institutions.
