Can an intern-teacher with a second category work without obtaining a professional certificate?

The issue of involving teachers with qualification categories in professional certification tests has become one of the pressing issues of today. In our previous answers, we informed you that, based on the relevant legislation, trainees-teachers who have received the second qualification category will also be involved in the professional certification examination.

The current regulatory documents do not contain any provision on the non-attraction of trainees-teachers with qualification categories to the professional certification examination. However, later it became known that there is another legal way for a trainee-teacher who has a category to work without obtaining a professional certificate.

In this regard, the editorial office of xalqtaliminfo.uz talked with the head of the department for organizing the process of assigning qualification categories to pedagogical personnel of the Ministry of Preschool and School Education Sardor Rakhimboyev. As it turned out, there is no need to involve trainees-teachers who actually have a second category in the professional certification examination.

Because, due to the lack of a professional certificate with the trainee-teacher, in the event of termination of the employment contract, a re-employment contract may be concluded with him as a teacher with a qualification category.

Also, teachers who have participated in professional certification tests and have not received a certificate, but have a second qualification category, can continue their work as teachers with a qualification category.

They will not be involved in professional certification tests during their subsequent work. This is because the Resolution of the Cabinet of Ministers No. 87 of February 2, 2024, provides for the involvement of trainees-teachers who are employed for the first time in the pedagogical profession, as well as pedagogical personnel who do not have the relevant category, in professional certification tests.

It is not envisaged to involve pedagogical staff with qualification categories in professional certification tests.
