The President of the Republic of Uzbekistan signed a decree "On Approving the Strategy for the Protection of Children from All Forms of Violence for 2026-2030."
From September 1, 2026, administrative liability will be introduced for failure to report identified facts of violence against children by employees of educational, healthcare, and social protection organizations, regardless of ownership.
This norm applies equally to state and private organizations, meaning that every employee working in a school, hospital, polyclinic, or social service institution is obligated to report to the relevant authorities if they see, know, or identify a case of violence against a child. Otherwise, such indifference is considered a violation of the law.
The main goal of this requirement is not to punish employees, but to prevent the concealment, early detection, and prompt response to cases of violence against children. Because in many cases, violence continues precisely because it was not reported in a timely manner.
Also, from September 1, 2026:
- Children who have been victims of violence and children who have witnessed violence are provided with legal assistance at the expense of the state from the moment they are involved in the relevant procedural actions;
- a representative of the guardianship and trusteeship body is obliged to participate in all procedural actions during pre-trial proceedings and court proceedings in cases of violence against children by their legal representatives or other relatives;
- the initial testimony of children who have suffered from violence is subject to mandatory video recording;
- administrative liability is introduced for failure to report identified facts of violence against children by employees of educational, healthcare, and social protection organizations, regardless of ownership.
This decree also established the establishment of professional family services.
From February 1, 2026:
Professional adoptive family services are established for children who have been taken from their families as a result of violence and are at risk of violence against them, as well as children in socially dangerous situations. Including:
- Candidates for the creation of a professional foster family are trained on the basis of social rehabilitation programs aimed at reducing the negative impact of psychological trauma received as a result of violence, eliminating deviations in behavior or disruptions in relationships with family members, peers, and their consequences in children who have suffered from violence and are at risk of violence against them, as well as in a socially dangerous situation;
- children in need of social protection, taken from their families as a result of violence, are placed in a professional foster family on the basis of an agreement concluded between the "Inson" social service centers and these families;
- Professional foster families are paid monthly for the care of each placed child in the amount of 2 times the minimum wage (2 million 542 thousand soums) from the State Fund for Social Protection;
- for the maintenance of each child placed in a professional foster family, funds are allocated from the State Fund for Social Protection in the amounts established for the maintenance of pupils of family orphanages in accordance with legislative acts;
- Initially in Kashkadarya, Navoi, and Khorezm regions, and by the end of 2026, small-scale social support centers will be established within the system of the National Agency for Social Protection for children in need of social protection in other regions of the republic.
