The regulation does not provide a clear solution to this issue. As a result, there are misunderstandings about the distribution of lessons among teachers.

Case Three: In some cases, if all teachers with priority indicators are allocated the maximum number of hours, some teachers may not have enough hours or only one hour of lessons. This violates labor laws.

The fourth case: Paragraph 15, paragraph 13 of the Regulation also refers to teachers who have excellent grades based on the results of theoretical and practical tests conducted in their subject in the prescribed manner, but this issue has not been fully explained.

Also, teachers with many qualification categories object to the fact that international certificates are recorded as an indicator that is superior to the qualification category of the teacher.
