The Ministry explained why the terms of the qualification category certificate have changed.

Earlier, we reported that the Ministry of Preschool and School Education unexpectedly, without any warnings, changed the validity period of qualification category certificates, the validity of which has not yet expired.

The Ministry of Preschool and School Education issued an official statement on the situation, stating that the rights of teachers will be guaranteed.

According to the statement, in the period up to 2021, certificates confirming the qualification categories of teachers based on the results of certification were issued by regional departments in paper form and handed over to teachers.

Due to the fact that these certificates were issued on different dates throughout the republic, their five-year validity period ended in different months of 2026.

As is known, the spring certification process is usually held in January-June, and new certificates are issued based on the results in June.

Therefore, the validity period of certificates of some teachers who received certificates in July-August 2021 expires before the start of the new academic year.

The Ministry noted that no reduction or arbitrary change in the validity period of the qualification category certificates was made.

In order to prevent interruptions in the validity of qualification category certificates for teachers, teachers whose certificates expire before the start of the new academic year are given the opportunity to participate in the spring certification for the type of mandatory certification without charging any fees.

In this case, teachers will be able to participate in the spring certification process without waiting for the autumn certification.

Until the expiration of the valid certificates of teachers, the qualification category (position) will not be lowered, and payment for the current category will continue.

Although the ministry commented on the situation, it did not give clear answers to several questions.

From the Ministry's explanation, it can be understood that if the qualification category certificate was issued in June 2021, then in June 2026 this 5-year period will end. However, due to a technical error, the validity period of the certificate of teachers who received a qualification category in 2021 remained in the system until December 31, 2026.

Later, by mid-February, the ministry changed the deadline to June. In fact, the ministry may have taken the right approach to the issue of deadlines. But he made a mistake. Because the action was taken too late.

Therefore, the ministry needs to answer several questions

If the qualification category certificate of some teachers expires in June, why didn't he warn the teachers earlier and change the deadline on the platform in a timely manner?

Why hasn't the mandatory certification application section been opened on the platform for teachers whose certificates expire in June?

Why were teachers who were supposed to apply for mandatory certification forced to submit an application in an unscheduled form due to a technical error made by the ministry? Who is responsible for this?

When and in what order will these funds be returned to teachers who were forced to submit an application for an extraordinary attestation due to a mistake by the Ministry and made the appropriate payments?

What will happen to teachers who did not have time to submit applications due to the late submission of information by the Ministry?

How will the issue of teachers with the highest category and 15 years of work experience before 2022, who are not subject to lifetime certification, be resolved?

We believe that the Ministry will answer these questions, taking into account the interests of most teachers, and will take measures to create additional opportunities for teachers, taking into account the situation that arose due to a technical error.
