When will the budget allocate funds for the fire safety of educational institutions?

On December 3 of this year, at a regular meeting of the Legislative Chamber of the Oliy Majlis, the deputies considered in the first reading the draft law "On the State Budget of the Republic of Uzbekistan for 2026."

At the meeting, the deputies asked the responsible officials a number of questions regarding the amount of funds allocated for the preschool and school education system for 2026, their targeted use, and distribution by priority areas.

Saydullo Azimov, Deputy Chairman of the Committee of the Legislative Chamber of the Oliy Majlis on International Affairs, Defense and Security Issues, inquired about the lack of funds allocated from the state budget for the fire safety of educational organizations, however, if shortcomings related to this are identified in educational institutions, fines are applied to those responsible, therefore, what are the plans for allocating funds to educational organizations for fire safety from the state budget for the next year.

"Recently, when we conducted a control and analysis, there is no allocation of funds for fire safety in schools, preschool education, healthcare systems, and regions, which are funded from the budget.

But where the inspectors are going, they are being monitored, there are cases of imposing fines on those leaders. I want to say, are separate points allocated for ensuring fire safety and providing services in the budget parameters for next year?

"What proposals have been made to solve the problems that are not ensured by fire safety as a result of the fact that these funds have not been allocated, and what will be the solution?" - asked Saydullo Azimov.

The Ministry of Emergency Situations gave a responsible answer to this question, stating that issues related to fire safety in educational institutions are provided for in the program for 2026-2030, and funds for this direction will be provided by the relevant khokimiyats.

"Indeed, the question is very pertinent. The reason is that over the years, a number of problematic issues remained regarding ensuring fire safety in educational institutions and all social facilities. These were mainly the installation of automatic fire alarm systems, their maintenance, laboratory testing of electrical wires for resistance, and full provision of primary fire extinguishing equipment.

On October 20 of this year, decrees No. 185 and resolutions No. 310, 311 of our esteemed president were signed. These resolutions covered all preventive and technical issues implemented in educational institutions and social facilities.

We have developed our own programs from 2026 to 2030 together with the Ministries of Education, that is, Higher and Public Education. These issues raised, namely the allocation of funds, are from the regional khokimiyats...

Similar decisions and decrees stipulate that regional administrations will gradually allocate funds until 2030, eliminating shortcomings in compliance with fire safety requirements, and this has been taken under control," said a representative of the Ministry of Emergency Situations.
