The Ministry of Preschool and School Education invited relevant organizations in the field of labor law to discuss this topic and discussed the issue.


Laziz Karshiyev from the Ministry of Employment and Poverty Reduction, representatives of the Ministry of Justice, Lazokat Turikova from the Republican Council of the Trade Union of Education and Science Workers of Uzbekistan, and Saidali Mukhtoraliyev, head of the "Yuristkadr" law firm, participated in it.


The meeting was chaired by the First Deputy Minister of Preschool and School Education, Sherzod Karimov. This was announced by the Republican Council of the Trade Union of Education and Science Workers of Uzbekistan.


It is known that the requirement for a mandatory national or equivalent international B2 level certificate for foreign language teachers remains one of the most pressing issues in the education system. Recently, with the intervention of the Republican Council of the Trade Union of Education and Science Workers of Uzbekistan, the certificate requirement was extended.


As a result of the official letter sent by the Republican Council of the Trade Union of Education and Science Workers of Uzbekistan to the Ministry of Preschool and School Education of the Republic of Uzbekistan, the rights of more than 20 thousand teachers who were at risk of termination of employment contracts due to lack of a B2 certificate were protected, and the tension on the ground was eliminated.


However, after these teachers were given a deadline for obtaining a certificate until January 1, 2026, new questions, appeals, and problems began to arise. A number of factors related to the limited timeframe and certification processes have again caused concern among teachers.


At the meeting held at the Ministry of Preschool and School Education, the parties presented their initial proposals for resolving the issue, real problems on the ground, and their opinions on their solutions.


In turn, representatives of the Republican Council of the Trade Union expressed a firm position based on the interests of teachers. In particular, it was noted that instead of temporarily or partially resolving the problem, it is advisable to make a clear and direct additional amendment to the relevant resolution of the Cabinet of Ministers, that is, to adopt a specific norm that will radically solve the problem.

"So, will foreign language teachers who do not use the given opportunity and do not receive a certificate within the extended period be dismissed or not? On one side is the implementation of the government decree, on the other - about 10,000 teachers.

Representatives of the Ministry of Justice, the Ministry of Employment, and the Trade Union Council of Education and Science Workers, including us, have submitted their proposals. The issue was hotly debated for almost 2 hours.  We will meet again next week and come to a final decision.

At the same time, it is worth noting that the ministry is resolving such mass labor relations without rushing, consulting with responsible agencies and independent experts," says Saidali Mukhtoraliyev, head of the law firm "Yuristkadr."

Following the meeting, the parties agreed to continue regular dialogue on this issue and to develop a concrete legal solution that will satisfy everyone in the near future.
