During the meeting of video selectors, which was held under the chairmanship of President Shavkat Mirziyoyev, regarding the priority tasks in the field of social protection, it was sharply criticized that insufficient attention was paid to persons with disabilities.
In fact, there is a lot of work to be done in this direction. Today, we found it necessary to listen to the pain of blind teachers working in educational institutions.
Recently, a group of blind teachers contacted the editors of khlaktaliminfo.uz and reported that they could not participate in the tests for the National Certificate due to their limited opportunities.
They said that they turned to the Ministry of Preschool and School Education for help in this matter. In response, the officials of the ministry informed us that there are no obstacles in this regard, and for this you can contact the Agency for the Evaluation of Knowledge and Skills.
What is the problem?
It is known that according to the decision of the Cabinet of Ministers dated October 12, 2020 No. 646 "On the introduction of the national test system for the assessment of the knowledge of general education subjects", pedagogic staff participate in the tests conducted for the National Certificate is determined.
However, the rights of visually impaired teachers to participate in these tests along with other teachers are limited. That is, during the test, blind teachers were not given the opportunity to set questions independently.
However, in Article 18 of the Law of the Republic of Uzbekistan on the Rights of Persons with Disabilities O'RQ-641 No. it is determined to implement measures to ensure equal access to objects and services, social, economic and cultural spheres, health care, education, employment, as well as information and communication tools.
Let's imagine that there are 3 history teachers in one school. One of them is a blind teacher, the other two have obtained a national certificate and have a 20 percent bonus, but the third teacher cannot participate in the test process because of his blindness, this is not in accordance with our legislation. Is it coming? Isn't this situation considered discrimination against a blind pedagogue?
Therefore, a group of blind teachers is asking the Ministry of Higher Education, Science and Innovation, the Ministry of Preschool and School Education, and the Agency for the Assessment of Knowledge and Skills to provide practical assistance in ensuring their rights.
Blind teachers suggest that the following opportunities be created for them from the responsible offices and organizations:
- assigning an assistant secretary to blind teachers to read the materials during the examination process or presenting the materials given during the examination process in Braille;
- extension of the total time set for solving the test by blind teachers pedagogues, taking into account their limited vision.
For this reason, the editors of khalktaliminfo.uz also ask the responsible offices and organizations to create sufficient conditions at the place of the exam for visually impaired pedagogues who are registering to participate in the National Certification process.
The next appeal of blind teachers to the Ministry of Preschool and School Education, the Ministry of Economy and Finance and the Ministry of Poverty Alleviation and Employment
It is known that the order No. 406 signed by the Ministry of Public Education with the Ministry of Finance and the Ministries of Employment and Labor Relations on December 28, 2019 states that an additional position of translator-secretary can be introduced in schools where blind teachers work. done
It is determined that 1.0 translator-secretary positions will be introduced for every 2 blind teachers in the school where blind teachers teach. In cases where 1 blind teacher works in the school, 1.0 units of translator-secretary position will be included.
Only here a problem arises. For example, if there are 2 blind teachers in a general secondary school, there is a possibility that their classes will be held in parallel, or their class hours may be up to 60 hours in total. Naturally, in such a case, the translator-the secretary does not have enough time. That is, he does not physically have time to help two blind teachers at the same time.
Based on these reasons, one translator-secretary position should be introduced for each blind pedagogue. In our opinion, this issue should also be positively resolved by the responsible ministries.
The next problematic situation is related to the Ministry of Preschool and School Education
It is known that the Minister of Preschool and School Education approved the order of August 16, 2023 No. 247 "Qualification descriptions of general secondary education school (boarding school) leaders and employees" according to the qualification description of the translator-secretary (referent) position attached to a disabled teacher, it is noted that the translator-secretary (referent) should have a higher, bachelor's degree (master's degree, scientific degree is preferred). In addition, a foreign language specialty is required for the position of translator-secretary.
In fact, for the position of a translator-secretary (referent) attached to a blind teacher, it is enough to have at least a secondary special or higher bachelor's degree, and specialization and work experience should not be required.
However, due to the high requirements for the position of translator-secretary attached to a visually impaired teacher in the "Qualification descriptions of general secondary school (boarding school) leaders and employees", the order for the position of translator-secretary is issued to educational institutions. problems are increasing.
In our opinion, as a solution to this issue, the Ministry of Preschool and School Education should make changes to the "Qualification descriptions of general secondary school (boarding school) leaders and employees".
In general, in order to ensure the execution of the Law "On the Rights of Persons with Disabilities" and the execution of the tasks given at the meeting of the video selector on priorities in the field of social protection held on February 20 of this year under the chairmanship of President Shavkat Mirziyoyev We also believe that the responsible ministry and relevant organizations should consider the above suggestions quickly and resolve the issue positively.
