Should teachers pay for an extraordinary attestation for a 70% bonus?

Question
Will the results of the spring attestation be the basis for a 70% bonus? Currently, many teachers are hesitant to pay for this 70 percent bonus for the spring unscheduled attestation.
Because we cannot get accurate information about exactly when the new procedure will come into force. What should we do? Will the 70% bonus definitely come into force starting from the spring attestation? Shall we pay or not?

We also answered this question in our previously published article. Taking into account that there are still many appeals from many teachers in this regard, we will respond as follows:
As you know, yesterday, February 26, the Cabinet of Ministers' resolution "On Amendments and Additions to Certain Decisions of the Government of the Republic of Uzbekistan Aimed at Improving the System of Attestation, Professional Certification, and Incentives for Teachers" approved the procedure for providing a 70% bonus to teaching staff.
According to it, teachers who participated in the qualification category tests (at both stages), achieved (or retained) the highest and first qualification categories, and scored 86 points or higher will receive a 70% bonus.
The new procedure has been approved, but has not yet entered into force
Currently, the procedure for providing a 70% bonus to pedagogical workers has been approved. However, the system for assigning qualification categories to teaching staff of the Ministry of Preschool and School Education has not undergone international accreditation.
That is, only after this system passes international accreditation can teachers who have received (or retained) the highest and first qualification categories based on these requirements and have achieved a result of 86 points receive a 70% bonus.
No one, not even the Ministry of Preschool and School Education itself, can say for sure when the system will undergo international accreditation.
Therefore, although the procedure for providing a 70% bonus exists in practice, it is not possible to pay a bonus to teachers, since the system has not yet passed international accreditation.
If we pay for an unscheduled certification, will we lose money?
Clause 21 of the Regulation, approved by the Resolution of the Cabinet of Ministers No. 572 dated September 17, 2021, provides for the collection of a fee in the amount of one basic calculated value (340 thousand soums) for the provision of public services for the extraordinary certification of teaching staff.
If pedagogical workers submit an application for an unscheduled attestation, assuming that the procedure for awarding a 70% bonus may be introduced during the spring attestation, and make a payment, but the procedure for awarding a 70% bonus is not implemented in practice starting from the spring attestation, the made payments will not be returned to the pedagogical workers.
Should I take a risk and pay for an unscheduled certification?
First basis: If teachers pass an unscheduled spring attestation, and in the meantime the system passes international accreditation, teachers who have received (or retained) the highest and first qualification categories in the attestation and recorded a result of 86 points can receive a 70% bonus.
However, as mentioned above, no one can guarantee that the system will pass international accreditation before the spring certification.
Second basis: As you know, starting from the new academic year, the list of candidates for a monthly bonus from the minister's fund will no longer be formed based on the recommendation of regional councils.
Now, based on the results of the first stage of the attestation test, among the subject teachers who received at least 80% of the total score, the three candidates who showed the highest result (for each quota distributed by subject areas by region) will be selected for recommendation to the minister's bonus.
That is, starting from the next academic year, the results of the attestation test will be taken into account to receive the minister's bonus. Therefore, candidates wishing to receive a bonus from the Minister's Fund in 2026 will be required to participate in this year's qualification exams.
In general, the results of the extraordinary spring attestation will also be the basis for receiving a ministerial bonus of 6 million soums.
Third basis: As you may recall, at a meeting chaired by President Shavkat Mirziyoyev on the occasion of "Teacher and Mentor Day," it was announced that the "Teacher of the Year" competition would now be held, and the winning teachers from 208 districts and cities would receive housing as a Presidential gift.
Currently, the Ministry of Preschool and School Education has developed a procedure for holding the "Teacher of the Year" competition, which is expected to be registered with the Ministry of Justice.
According to the conditions of the "Teacher of the Year" competition, it is established that pedagogical personnel with a higher and first qualification category and 5 years of work experience can participate in this competition.
Therefore, it is recommended that teaching staff participate in the spring attestation to participate in the "Teacher of the Year" competition.
