By order of the Minister of Preschool and School Education No. 164 dated May 20, 2025, the list of schools with low quality of education for the 2025-2026 academic year was approved. Teachers working at this school will be paid additional bonuses.
It became known that the activities of general education schools were assessed in accordance with the "Evaluation Criteria for the Formation of the List of Schools with a Low Level of Education," approved by the relevant order of the Minister of Preschool and School Education, and based on the results of the assessment, 470 schools were recognized as educational institutions with a low level of education.

What bonuses are paid to teachers recruited from other regions to schools with low quality of education?
As is known, according to the Regulation approved by the Resolution of the Cabinet of Ministers No. 646 dated October 15, 2021, teachers with higher education and the first or highest qualification category, with at least one year of pedagogical work experience, who are attracted to schools with low quality of education from other regions, are paid a bonus from 50 to 100 percent.
In this case, teachers and educators recruited from other regions are paid additional remuneration in the following amounts:
- 50 percent of the basic tariff rates of teachers working from other districts and cities within one region;
- 100 percent special allowance to the base tariff rates of teachers working from other regions.
Teachers recruited from other regions to schools with low-quality education are also provided with monthly monetary compensation in the amount of 2 times the basic calculated value for the period of their activity, but not more than 2 years, at the expense of official housing or local budgets of districts (cities).
If a teacher receives a bonus from the director’s fund at their current place of work, these bonuses are retained for one academic year even if they start working in a school with a low quality of education. Special allowances to the basic tariff rates of teachers and educators with the highest and first categories, recruited from other regions, are also paid for the academic year following the year in which the school they attended was excluded from the list of schools with a low level of education.
If these schools are also included in the list of schools located in remote areas, then pedagogical workers working from other regions are paid bonuses in the following amounts:
- 10 percent for teachers with work experience from 6 months to 3 years;
- from 3 to 5 years - 20 percent for teachers with work experience;
- from 5 to 10 years - 30% for teachers with work experience;
- from 10 to 15 years - 40 percent for teachers with work experience;
- Teachers with more than 15 years of work experience will receive a 50% bonus.
This is stated in the Resolution of the Cabinet of Ministers No. 471 of June 7, 2019, and the Resolution of the President of the Republic of Uzbekistan No. PP-4940 of January 11, 2021.
Starting January 1, 2021, budget organizations located in remote areas will pay teachers who have come to work from other regions a one-time initial payment of 50 times the basic calculated value and monthly monetary compensation for renting (leasing) housing in the amount of 2 times the basic calculated value.
Currently, information about schools with a low level of education is posted on a special platform. Teachers who have expressed a desire to teach in schools with a low level of education will be selected by working groups in the prescribed manner.
Teachers who have successfully passed the selection process and submitted applications for employment in schools with a low level of education by August 25 will be hired by school principals in accordance with the procedure established by law.
We remind you that a teacher wishing to work in a school with a low level of education must have a higher education in the relevant subject area and a first or higher qualification category, at least one year of pedagogical work experience, and the school in which they actually operate must not be on the list of schools with a low level of education.
