Which teachers' certificates play a role in lesson distribution?

If a native language and literature teacher or other subject teachers have a national or international certificate, can they take more lessons during the lesson distribution process?

Response

The fourth paragraph of clause 15 of the Regulation on the Procedure for Completing Classes and Forming Tariff Lists in General Education Institutions (registration number 3271, June 30, 2020) provides for the allocation of maximum teaching hours to teachers who have appropriate certificates in foreign languages and STEAM subjects.

It provides for the following certificates:

• TESOL Level 5;

• CEFR B2;

• IELTS 6 and higher;

• Other certificates determined by the Ministry of Preschool and School Education.

Here, only teachers with international certificates in foreign languages and STEAM subjects are provided for in the paragraph, and citizen U. Mamatov sent a request to the Ministry of Justice on this issue.

It should be noted that paragraph 13 of the Resolution of the President of the Republic of Uzbekistan dated March 16, 2020 No. PP-4640 "On Additional Measures for the Further Development of the Publishing and Printing Industry" defines STEAM disciplines (Science - natural sciences, Technology - technologies, Engineering - technical creativity, Art - art, Mathematics - mathematics).

Based on the foregoing, in the fourth paragraph of clause 15 of the Regulation "On the Procedure for Completing Classes and Formation of Tariff Lists in General Education Institutions," only foreign languages and STEAM subjects are allowed teachers with international certificates in their specialty.

Therefore, this norm does not apply to teachers of native language and literature, as well as other subjects, and does not play a role in the distribution of lessons.
