By order of the Minister of Preschool and School Education No. 431 dated November 18, 2025, the order of the Ministry of Public Education No. 406 dated December 28, 2019, was amended.


That is, additions and changes have been made to the standard staffing levels of managerial, technical, service, and educational support staff of general education institutions.


According to it, the position of deputy director for spiritual and educational work will be created in all schools with only 1 staff unit.


It has also been determined that the position of school consultant will be introduced in the amount of 0.5 units for up to 300 students and 1.0 units for 301 and more students, depending on the number of students.


A government decree on the introduction of the position of advisor will be signed.


At the same time, a corresponding resolution of the Cabinet of Ministers on the introduction of the position of school advisor is expected to be signed.


This resolution approves the structure of the "Kelajak" Center in the Republic of Karakalpakstan, regions and the city of Tashkent, as well as districts (cities), and appoints their leaders.


After the structure is approved, directors of the "Kelajak" centers will be appointed to the regions, districts (cities), after which the composition of the working group of the "Kelajak" centers of the Republic of Karakalpakstan, regions and the city of Tashkent, as well as districts (cities), will be formed to hire specialists for the position of school consultant.


After that, candidates for the position of school advisor are interviewed by this Working Group, a special training course is organized for the candidates who successfully pass it, and candidates for the position of school advisor are involved in testing at the end of the training course.


Candidates who successfully pass the interview, the training course, and the final test are issued a special "certificate" by the working group. Candidates who have received a certificate are referred to the relevant educational institutions, and the school principals issue an order on the hiring of candidates for the position of school advisor.


The procedure for introducing the position of school advisor is planned to be implemented in two stages. At the first stage, school advisors will be appointed in 3,400 schools by December.


The second stage will begin in January 2026, and work will continue on selecting school consultants for the remaining 7 thousand schools.
