Ministry Issues Official Clarification on Assigning Teaching Hours to School Advisers
According to the Ministry’s letter No. 03-14-4314 dated August 28, 2026, the position of school adviser was introduced pursuant to Presidential Resolution No. PQ-277 dated September 8, 2025, with the aim of establishing a vertical system of “Kelajak” centers in general secondary education institutions and supporting student initiatives.
The main responsibilities of a school adviser include coordinating activities aimed at developing students’ leadership, creativity and initiative, as well as involving them in social and environmental projects and extracurricular clubs.
In addition, Appendix 5 to the Ministry’s Order No. 368 dated September 30, 2025, establishes that the position of school adviser requires a bachelor’s degree or higher and a specialization in pedagogy or psychology. However, the Ministry’s clarification provides specific guidance on an important issue concerning the teaching workload of school advisers.
Paragraph 2 of the Regulation “On the Procedure for Organizing Continuous Professional Development of Employees of Preschool and School Education Organizations,” approved by Appendix 1 to Cabinet of Ministers Resolution No. 867 dated December 20, 2024, defines managerial employees as persons performing management functions and duties in preschool, supplementary and school education organizations and their structural units. Meanwhile, paragraph 2 of the Regulation “On the Procedure for Providing Allowances to the Management and Teachers of General Secondary Schools Achieving Positive Results in Ensuring Quality Education,” approved by the appendix to Cabinet of Ministers Resolution No. 263 dated May 6, 2024, defines managerial personnel as the principal of a general education school and their deputies.
Accordingly, an employee working as a school adviser may not be assigned up to 10 teaching hours per week by combining the school adviser position with the position of a teacher under Cabinet of Ministers Resolution No. 275 dated December 21, 2005. In other words, teaching workload cannot be assigned to a school adviser under this arrangement.
At the same time, the Ministry’s letter notes that if a school has vacant teaching hours, a separate employment contract may be concluded with a school adviser who has a higher pedagogical education to conduct classes in a subject corresponding to their professional specialization, with payment made on an hourly basis.
In other words, two different situations must be distinguished: combining the position of school adviser with the position of teacher is one matter, while receiving hourly payment for vacant teaching hours under a separate employment contract is another.
Thus, according to the Ministry’s official clarification, a school adviser cannot be assigned up to 10 teaching hours per week under Cabinet of Ministers Resolution No. 275.
However, if the school adviser has a higher pedagogical education and the relevant subject specialization, the school may conclude a separate employment contract with them to conduct classes corresponding to vacant teaching hours, with payment made on an hourly basis.
