Will teachers who have improved their qualifications two years ago be awarded points for bonuses for the new academic year?

Advanced training will be conducted once every 5 years. Last year, when assigning bonuses to teachers, points were awarded taking into account the 2024 professional development certificate. Will the same happen in the current academic year, or will a new certificate be required? Thank you in advance for the answer.

According to paragraph 21 of Chapter 6 of the Regulation, approved by the Resolution of the Cabinet of Ministers dated September 30, 2019 No. 823, monthly allowances to the basic tariff rates of pedagogical workers at the expense of the director's fund are established for the new academic year based on the results of the previous academic year.

In this case, the following points are awarded for the teacher's completion of advanced training courses according to the established plan:

• did not participate in the advanced training courses in a timely manner or did participate, but did not pass the final certification based on the results of the courses and did not have the appropriate certificate - 0 points;

• timely completion of advanced training courses and possession of the appropriate certificate - 10 points.

As we can see, the basis for assigning a bonus to a pedagogical worker for the new academic year is the timely completion of advanced training and obtaining the appropriate certificate.

As is known, in accordance with the Resolution of the Cabinet of Ministers No. 867 of December 20, 2024, "On Improving the System of Continuous Professional Development of Preschool and School Education Workers," a new procedure has been introduced, according to which, starting from January 1, 2025, employees of preschool and school education organizations will be involved in compulsory advanced training courses once every five years (according to the old procedure, once a year), and an average of 20 percent of the organization's employees will be required to undergo advanced training annually.

In this case, a pedagogical worker who has improved their qualifications in 2024 must be sent by the employer for mandatory advanced training within the next five years. Until this deadline, his certificate of professional development in 2024 will remain in force.

(except for cases of non-attendance of the training course at the appointed time, as well as non-attendance without valid reasons and failure to receive a certificate of the established form)

In Appendix No. 1 to the Regulation, approved by the Resolution of the Cabinet of Ministers dated September 30, 2019 No. 823, in item 7 of the table "Criteria for Evaluating the Activities of Teachers, Psychologists, and Library Staff," a separate explanation is given, in which it is strictly established that if appropriate advanced training courses are not organized independently of the teacher, the maximum score for this indicator is assigned.

Therefore, taking into account that the certificate of teachers who have completed an advanced training course in 2024 and have the appropriate certificate will remain in force until the next mandatory qualification upgrade, teachers should also be awarded the maximum score for the 2026-2027 academic year.

We remind you that in the instruction letter of the Ministry of Preschool and School Education dated July 11, 2025, No. 03-32-1540, it is indicated that the certificate of teachers who have completed an advanced training course in 2024 and have the appropriate certificate must remain in force until the next mandatory advanced training turn.
