I am the head of class 11. I was told that all my high school graduates who turned 16 should get a passport. However, 2 of my students do not want to get passports despite my warnings several times. Our director is trying to take action against me because of them. Can these students be held accountable for not receiving their passports on time?

To date, 55 thousand (14%) of more than 400,000 students graduating from schools in the current academic year who have reached the age of 16 have not received a passport (ID card), so their information is not included in the electronic e.shahodatnoma.uz database.
It is known that applicants need to enter their passport (ID card) data into the ABITUR electronic program in order to submit relevant documents online for admission to higher education institutions. Therefore, every graduate who has reached the age of 16 needs to get a passport (ID card) on time.
According to the legislation, all citizens who have reached the age of 16 must have a passport of a citizen of the Republic of Uzbekistan. A citizen's passport is issued to a person who has reached the age of 16 by the internal affairs authorities.
However, according to Article 223 of the Code of Administrative Responsibility, a citizen of the Republic of Uzbekistan under the age of eighteen who did not receive an identification ID card in time on the occasion of his sixteenth birthday shall be administratively not to be held liable.
For this reason, it is impossible to prosecute school graduates who did not receive passports on time, as well as their parents. In this situation, it is correct to ask parents to ensure that their children who have reached the age of 16 receive a passport (ID card) on time.
It is also worth noting that class leaders are not held responsible for the fact that the school graduate did not receive a citizenship passport on time.
