Indeed, various reports about the fees paid for national and international certificates were published on social networks.
For example, by the Decree of the President of the Republic of Uzbekistan No. PP-455 of December 25, 2024, from January 1, 2025, the payment of an additional bonus of up to 20% in relation to the official salary of employees of all levels of government bodies with national and international certificates of foreign languages has been suspended.
However, this message was misinterpreted, and some people understood that the payment of foreign language teachers will also be stopped. However, it was only about employees of government agencies. That is, this does not apply to foreign language teachers at all.
Has the amount of bonuses paid to foreign language teachers decreased?
It is known that according to the Decree of the President of the Republic of Uzbekistan No. UP-134, a monthly additional allowance is paid to teaching staff with a foreign language certificate in the national assessment system of the Knowledge and Skills Assessment Agency, which does not meet the requirements of international standards, as follows:
- until January 1, 2025 - 50 percent of their tariff rate;
- starting from January 1, 2025 - in the amount of 20 percent of their tariff rate.
Therefore, from January 1, 2025, the 50% bonus paid to foreign language teachers who have a national certificate has now been reduced to 20%.
Some foreign language teachers will continue to receive a 50% bonus
It should be noted that if a foreign language teacher has an internationally recognized certificate, they will continue to receive a 50% bonus.
At the same time, foreign language teachers who have a certificate in the national assessment system that meets the requirements of international standards will be paid a 50% bonus.
Only for this purpose, the compliance of the national assessment system with the requirements of international standards must be confirmed by competent international organizations.
Simply put, if a foreign language teacher has a national certificate recognized only in Uzbekistan, issued by the BMBA, they will now be paid a 20% bonus from January 1, 2025.
If he has an international level certificate, the 50% bonus will be retained.
For reference: The list of national and internationally recognized certificates determining the level of proficiency in foreign languages used to determine the allowance for pedagogical staff is approved by the decision of the Ministry of Higher Education, Science and Innovation No. 4-q/q dated April 4, 2024 and the Ministry of Preschool and School Education No. 3-mh dated April 2, 2024.

Is it right to reduce the percentage of teacher allowances by the middle of the year?
Last year, I was assigned a 20% bonus from the director's fund according to Resolution 823, and in January 2025, 10% of the bonus was unreasonably removed. When I asked why, I only heard excuses from finance and higher authorities that such instructions exist. How justified is this?
