By the Resolution of the Cabinet of Ministers dated February 28, 2025, No. 130 "On Amendments and Additions to Certain Decisions of the Government of the Republic of Uzbekistan Aimed at Improving the System of Attestation, Professional Certification and Incentives for Teachers," the procedure for the certification of teachers has been improved.
Now, if pedagogical staff cannot pass the next mandatory certification, if the employer does not terminate the employment contract with the employee due to insufficient qualifications, the pedagogical staff will be involved in the extraordinary certification no more than twice.
In this case, the employment contract with a pedagogical staff who did not pass the extraordinary certification at least twice or did not participate in the certification without a valid reason (except for long-term incapacity for work due to illness and performance of state or public duties) is terminated due to insufficient qualifications of the employee.
Also, the head of the educational organization in which the pedagogical staff works is personally responsible for involving pedagogical staff who did not pass the certification, did not have higher education, and held the position of specialist (teacher with higher education) in the extraordinary certification twice in a row.
A pedagogical worker whose employment contract has been terminated due to failure to pass certification may be hired as a teacher again only upon voluntary participation in an unscheduled professional certification test and obtaining a certificate.
