Will the "Last Bell" be held in schools on Sundays?

For some reason, the Ministry of Preschool and School Education signed the instruction letter on holding the "Last Bell" event this year in the form of official use only, in order to keep it secret from the public.

That is, on May 21, 2025, the Ministry of Preschool and School Education signed a 592-xdfu letter "On the completion of the 2024-2025 academic year in general secondary educational institutions and the organization of the "Last Bell" events under the motto "Knowledge is the greatest honor!"

The Ministry's instructional letter states that the "Last Bell" events are being organized in accordance with the Cabinet of Ministers' resolution No. 21/25-93 dated May 20, 2025.

This instruction stipulates the organization of "Last Bell" events in general secondary educational institutions on May 24 of this year from 8:00 AM to 9:00 AM.

The Instruction also provides for:

• encouragement of gifted students with exemplary behavior and excellent grades during the events, presentation of "Letters of Gratitude" to the parents of students;

• organization of events in the shaded, cool, and open areas of the school yard with observance of safety rules;

• to explain and strictly warn the school administration, class teachers, and students' parents not to hold "Graduation Events" in restaurants, cafes, and apartments, and not to collect money for various purposes.

At the same time, on May 24-30 of this year, organize festive events in kindergartens for graduates of preschool educational organizations in all regions under the motto "Goodbye, kindergarten - hello, school!."

It remains unclear why the Ministry secretly signed the instruction letter on organizing the "Last Bell" events. Despite the fact that this event is a mass, official, and annual tradition, this approach seems to contradict the principles of transparency and openness.

Perhaps, in letter No. 592, signed by the ministry, there may be other hidden norms regarding the organization of "Last Bell" events. This side of the matter is unclear to us.

Previously, it was reported that waltz dancing would be prohibited in Uzbek schools during the "Last Bell" event on May 25th. Following this, the ministry's press service stated that there was no document prohibiting waltzes at the "Last Bell" events.

Recently, there has been an increase in the number of cases of the Ministry of Preschool and School Education signing documents that are not distributed to the public.

For example, Order No. 270 of the Minister of Preschool and School Education dated August 29, 2023, was also canceled by order of the Ministry of Preschool and School Education.

This order established the Regulation "On the Board of Directors," the procedure for holding an open competition for the position of director, and the qualification characteristics of directors of general secondary educational institutions.

So, the Ministry's order No. 270 dated August 29, 2023, did not "live" for even a year. The downside of the issue is that the main document on the appointment of school principals based on an open competition was signed this time as xdfu.
