15 days without the Minister of Education

Today marks the 15th day since he was relieved of his post as Minister of Preschool and School Education. So far, the candidacy for the position of minister has not been approved by the Legislative Chamber of the Oliy Majlis.

Currently, the temporary performance of the minister's duties is entrusted to one of his deputies.

Can the position of minister remain vacant for a long time?

The legislation does not contain a specific norm on how long the position of minister can be vacant. It is a natural process for this position to remain vacant until a new candidate is considered.

For example, when the third Minister of Public Education in the history of independent Uzbekistan, Turopjon Juraev, was dismissed from his post on March 26, 2008, this position remained vacant for more than a month.

Following this, on April 28, 2008, the new minister, G'ayrat Shoumarov, was appointed to this position.

When G'ayrat Shoumarov and his successor, Avazjon Marahimov, were dismissed, the position remained vacant for only four days.

As soon as the remaining ministers were dismissed, Ministers of Public Education were appointed on the same day.

For reference: According to Article 94 of the Constitution of the Republic of Uzbekistan, a candidate for the position of Minister is submitted by the President for consideration by the Oliy Majlis of the Republic of Uzbekistan.

The candidate for the position of Minister is considered and approved or not approved at a meeting of the Legislative Chamber after preliminary consideration by the responsible committee, factions of political parties.

According to Article 109 of the Constitution and Article 7 of the Law on the Cabinet of Ministers, the Minister is appointed by the President of the Republic of Uzbekistan if the candidacy is approved by the Legislative Chamber of the Oliy Majlis.
