Here, several questions are posed sequentially regarding the procedure for paying a 70% bonus to teachers. Therefore, we will answer each of them separately.


How is the 70% bonus calculated?


As is known, starting from January 1, 2025, a system of providing a 70 percent bonus to teachers who have a qualification certificate based on international standards has been established. This is stipulated by the Decree of the President of the Republic of Uzbekistan dated May 26, 2023 No. UP-79.


Clause 3v of this Decree provides for the introduction of the practice of issuing a qualification certificate to teaching staff based on international standards, with additional payment to teaching staff who have received a qualification certificate based on international standards in the amount of 70 percent of the current tariff rates.


This provision is also reflected in the Resolution of the Cabinet of Ministers No. 130 of February 28, 2025.


According to Clause 21 of the Regulation on Remuneration of Public Education Employees, approved by Cabinet of Ministers Resolution No. 275 of December 21, 2005, pedagogical workers are paid bonuses established by legislation, including bonuses paid for existing certificates, in proportion to the number of hours allocated in the tariff list (teacher's tariff rate).


In accordance with the Regulation "On the Procedure for Completing Classes and Forming Tariff Lists in General Education Institutions" (reg. No 3271):


  • basic tariff rate ― the amount of basic remuneration established according to the teacher's education and qualification category for one teaching hour;


  • Teacher's tariff rate - the amount determined based on the basic tariff rate established for one rate based on the teaching hours assigned to the teacher.


In this case, if a teacher teaches more than or less than one rate, the amount of their tariff rate changes accordingly.


That is, teachers who have a qualification category certificate based on international standards will have to be paid a 70 percent bonus in addition to the current amounts of their tariff rates.


Will the national certificate bonus be suspended for those who received a 70% bonus?


As is known, according to the Decree of the President of the Republic of Uzbekistan No. UP-134, starting from September 1, 2022, a monthly additional bonus is paid to teaching staff who have a certificate of the corresponding level in the subject they teach in the following order:


  • for teaching staff holding an internationally recognized certificate - in the amount of 50 percent of their tariff rate;


  • to teaching staff who have a certificate obtained in the national assessment system that meets the requirements of international standards - in the amount of 50 percent of their tariff rate.


At the same time, starting from January 1, 2025, a monthly additional bonus of 20 percent is provided for teaching staff who have a certificate in a foreign language obtained in the national assessment system of the Agency for Assessment of Knowledge and Qualifications.


Also, in accordance with paragraph 12 of the Decree of the President of the Republic of Uzbekistan No. 37 "On the State Program for the Implementation of the Strategy "Uzbekistan - 2030" in the "Year of Supporting Youth and Business," starting from January 1, 2025, teachers of the subjects "Native Language and Literature" and "History," who have a national certificate issued by the Agency for Assessment of Knowledge and Qualifications, will be paid a bonus of 50 percent.


The procedure for awarding a 70 percent bonus to teachers who have a qualification category certificate based on international standards is defined by the Decree of the President of the Republic of Uzbekistan dated May 26, 2023 No. UP-79 and the Resolution of the Cabinet of Ministers dated February 28, 2025 No. 130.


That is, the bonuses paid for obtaining a national and international certificate have absolutely nothing to do with the 70% bonus paid to teachers of the first and highest categories who participated in the certification and received a score of 86 or higher.


More specifically, if a teacher with a national or international certificate receives a 70% bonus, the payment of the bonus paid for the national or international certificate will not be suspended.


Not only the allowances paid for national and international certificates, but also other allowances (minister's allowance, allowance from the director's fund, etc.) are not suspended.
