Can a high school teacher teach "Upbringing" in primary grades?

I am a teacher with the highest qualification category in the subject "Upbringing." Can I teach elementary school today?

Teachers with a specialty in the subject "Upbringing" or teachers who have undergone retraining in the subject "Upbringing" have the right to teach in upper and primary grades.

In this case, lesson hours in primary grades should be distributed among teachers in accordance with the requirements of the Regulation "On the Procedure for Completing Classes and Formation of Tariff Lists in General Education Institutions."

If teachers who have the right to teach the subject "Upbringing" have a qualification category in this subject, they are also paid additional payments for the qualification category in the subject "Upbringing."

Will there be no additional payment for the category of "History" and "National Ideology of Independence and Law" teachers who teach in primary grades.

As is known, according to the Prime Minister's directive No. 30/1-1782 dated April 16, 2024, teachers specializing in "History," "National Ideology of Independence and Law" are allowed to teach the subject "Upbringing" only in grades 5-11.

Therefore, if teachers with specialties in "History," "National Ideology of Independence and Law" teach the subject "Upbringing" in primary grades (1-4 grades), no additional payments will be made for their qualification category.

In some regions, the subject "Upbringing" in primary grades was also taught to teachers of this subject. Therefore, teachers of "History" and "National Ideology of Independence and Law" may not be charged additional payments for teaching in primary grades.
