High school teachers will no longer be able to teach in elementary school.

We previously reported on the signing of a joint resolution of the Ministry of Preschool and School Education, the Ministry of Economy and Finance, and the Ministry of Health on amendments and additions to the regulation "On the procedure for completing classes and forming tariff lists in general education institutions."

According to the amendments and additions, high school teachers may no longer be able to access the classroom hours available in elementary school.

Because the new version of the regulation introduced a separate norm on the distribution of class hours for subjects taught in primary grades.

Now, when allocating teaching hours for subjects taught in primary grades, the presence of a primary education specialty or, accordingly, education in the methodology of teaching this subject in primary grades is taken into account.

That is, a high school teacher wishing to receive available teaching hours in primary grades cannot receive teaching hours from primary grades if they do not have a primary education specialty or, accordingly, have not received education in the methodology of teaching this subject in primary grades.

This procedure is scheduled to take effect from August 1, 2026.
