It is said that the ministry arbitrarily shortened the term of the teacher qualification category certificate.

The Ministry of Preschool and School Education raised another problem related to the certification of teachers. The Ministry unexpectedly, without any warnings, changed the validity period of the qualification category certificates, the validity of which has not yet expired.

As you know, registration for participation in the qualification tests began on January 6, 2026, and the submission of applications is scheduled to be completed by March 1. Preparations for the spring attestation are ongoing.

A group of teachers told xalqtaliminfo.uz that the validity period of their qualification category certificates, the validity of which has not yet expired, was changed unexpectedly, without any warning.

That is, the validity period of certificates, which were supposed to expire on December 31, 2026, has been changed to June 30, 2026, in the system belonging to the ministry.

The Ministry of Preschool and School Education did not provide any official information about this change, and teachers were notified orally only long after the start of the certification application process. Previously, the possibility of applying for mandatory certification from the personal account of teachers whose certificates have not expired was also closed.

Currently, many teachers have applied for an unscheduled certification and made the necessary payments. However, after the verbal notification about the change in the validity period of the certificates, these teachers' applications were revised and made mandatory without any reason. Payments made by teachers were not returned to them.

As is known, according to the Regulation approved by the Resolution of the Cabinet of Ministers No. 572 dated September 17, 2021, pedagogical personnel whose current qualification category (position) has been increased, maintained or lowered based on the results of the next mandatory certification, as well as those whose current qualification category (position) has been increased or maintained based on the results of the extraordinary certification, must be involved in the next mandatory certification after five years. The Ministry's reduction of the teacher qualification category certificate period is considered contrary to the requirements of the regulation.

In general, at the same time, the validity period of the paper qualification category certificate issued to teachers in 2021 is set at December 31, 2026. However, in the certificates amended by the ministry, its expiration date is set at June 30, 2026.

Many teachers, for whom the validity of certificates has been reduced, also say that they did not have time to apply for the next certification.

If they fail to apply, they will automatically be unable to participate in the spring attestation. As a result, their current qualification category expires on June 30, 2026, and from this time, additional payment for their qualification category will also be suspended.

Among them are teachers with 15 years of work experience before 2022, who are not subject to lifetime certification. As is known, teachers not subject to lifetime certification were also required to receive a lifetime qualification category certificate on December 31, 2026.

After the Ministry unexpectedly, without any reason, changed the validity period of the category certificates, the current category certificates of teachers who will not be involved in lifelong certification may also be burned.

Earlier, the ministry also changed the results of teachers' "Teacher of the Year" without any explanations or warnings. An official comment was made only after the publication of the article on xalqtaliminfo.uz.

This time too, the ministry seems to have taken the same approach. We believe that the Ministry of Preschool and School Education will provide official information on the situation.
