Teachers' participation in the attestation appeal has been officially restricted

It is known that teachers who participated in the certification test trials file an appeal if their pedagogical skills and psychological preparedness are incorrectly assessed, or if errors or shortcomings are found in the test or qualification test materials for the academic subject.

If the pedagogical worker who filed the complaint wished that the complaint be considered with his participation, he could supplement the complaint with the following content: "the appeal should be considered with my participation."

Because, in paragraph 58 of the regulation approved by the Resolution of the Cabinet of Ministers No. 572 dated September 17, 2021, it was established that applicant pedagogical staff can participate in the process of considering their appeal directly or remotely online by the appeals commission.

This procedure was canceled by Government Resolution No. VM-740 of November 26, 2025. That is, from now on, appeals will be considered without the participation of teachers.

In this case, the expert opinions on the consideration of the appeal are sent to the personal account of the applicant pedagogical personnel immediately after the completion of the consideration. At the request of the applicant pedagogical staff, an extract from the relevant part of the decision of the Appeals Commission may be submitted.

It should be recalled that the autumn attestation caused even greater discontent among teachers. Earlier, during several court hearings on the certification process, complaints were repeatedly filed against officials of the Ministry of Preschool and School Education due to the fact that the appeal submitted by the teaching staff was considered without their participation.
