Security and security activities in educational institutions are regulated.

The concept of "Safe Education" will be introduced, and a government resolution will be adopted regulating security and security activities in educational institutions.

Presidential Decree No. PP-360 of November 28, 2025, "On Measures for the Effective Organization of the Activities of Internal Affairs Bodies in the Field of Security," has been signed.

According to the decree, the Department of Security under the Ministry of Internal Affairs, on a contractual basis, will install security alarms, alarm buttons, video surveillance devices in educational institutions and provide them with technical services.

Also, the security of state educational institutions, non-state educational organizations, and branches of educational organizations of foreign countries is ensured through physical and technical security systems on a contractual basis.

In this case, the Ministry of Preschool and School Education, within a month, together with the relevant ministries, shall submit to the Cabinet of Ministers a Program of Measures for the Implementation of the "Safe Education" Concept during 2026/2027 and a draft Government Resolution regulating security and guard activities in educational institutions.

Starting January 1, 2026, a system for training, retraining, and advanced training of employees of departmental security units of educational institutions will be established in regional training centers on a contractual basis at the expense of the State budget.
