As is known, since February 2024, by the relevant decree of the President of the Republic of Uzbekistan, inspector-psychologists for juvenile affairs of internal affairs bodies have been transferred to the structure of the National Guard.
Amendments were also expected to be made to the Code of Administrative Responsibility of the Republic of Uzbekistan, granting National Guard bodies the authority to impose penalties for offenses such as failure to fulfill their obligations to educate children, smoking cigarettes in public places, and consuming alcohol.
According to the press service of the Prosecutor General's Office, the positions of inspector-psychologists for juvenile affairs of the National Guard and 2,000 staff positions have been returned to the structure of the Ministry of Internal Affairs.
This was announced at a video conference held at the Prosecutor General's Office on March 18 of this year, chaired by Presidential Advisor D. Kadyrov.
This is stipulated by Presidential Decrees No. PP-110 "On Additional Measures to Improve the Activities of Internal Affairs Bodies on the Prevention of Offenses Among Minors" and No. PP-111 "On Measures to Organize Activities for the Daily Analysis of the Criminogenic Situation in the Republic."
At the meeting, which was held in a critical spirit, the mistakes and shortcomings made in the prevention of crime and offenses were highlighted with specific figures and examples, and further tasks were defined.
In addition, it was announced that the positions of inspector-psychologists for juvenile affairs and 2,000 staff positions of the National Guard have been transferred to the structure of the Ministry of Internal Affairs, and specific tasks have been set for the targeted work of internal affairs bodies with minors based on the principle of "Family - Mahalla - School."
As is known, on February 26, 2024, a joint resolution No. 4-k/k and 5-k/k was signed between the Ministry of Preschool and School Education and the National Guard in order to widely implement the "Safe School" concept and establish targeted work with minors based on the integrated "Family-Mahalla-School" system.
In accordance with the concept approved by this joint resolution, the National Guard began to deal with attendance in schools.
This means that from now on, the attendance of students will be handled not by the National Guard, but by internal affairs officers, as before. So far, it has not been disclosed why such a decision was made.
