Now school managers can increase their monthly salaries again
As you know, by Resolution No. 662 of the Cabinet of Ministers dated October 21, 2025, a procedure was introduced for assigning bonuses from 10 to 20 percent to the directors of general education institutions and their deputies, depending on the performance indicators of their activities.
At the same time, the activities of school managers will be assessed on a 100-point scale, and depending on academic and non-academic results in the educational organization, the effectiveness of educational work, the effectiveness of financial activities, and the level of provision with qualified teachers, the director of the school will be able to receive a bonus of 20 percent, and his deputies - 10 percent.
By order of the Ministry of Preschool and School Education No. 478 dated December 30, 2025, the methodology and procedure for assessing the performance indicators (KPIs) of school principals and their deputies were determined.
Now, starting from January 1, 2026, at the expense of the director's fund of general secondary education organizations, monthly bonuses in the amount of 20 and 10 percent, respectively, to the basic tariff rates are established for the director and his deputies based on the results of performance indicators (KPIs).
Indicators of the effectiveness of the activities of the director of general secondary educational institutions and his deputies are assessed by the working group on the establishment of bonuses, material incentives and material assistance organized in general secondary educational institutions.
The monthly bonus established for the director or deputy directors is carried out within the limits of the available funds in the director's fund for incentivizing distinguished employees of general secondary education institutions.
For the establishment of a monthly bonus, the director or deputy directors must have worked in their main position in this educational institution for at least 9 months.
When the director or deputy directors transfer to another position or work in another educational institution, the monthly allowances assigned to them are not retained.
However, the provision of these bonuses to the director and deputy directors rotated to an equal position will not be suspended.
The effectiveness of the Director and his deputies is assessed as follows:
Academic Results (40 points)
- 10 points - for achievements of students of general education institutions in subject Olympiads;
- 10 points - for the results of the entrance exam (average score) of graduates of a general education institution to a state higher educational institution;
- For the average annual performance indicator (quality indicator) of high school students (5-11 grades) - 10 points;
- Graduates of general education institutions with a national and international certificate in a foreign language - 5 points;
- Results of official competitions at the republican level (the "Best School for Teaching Foreign Languages" competition for the prize of the President of the Republic of Uzbekistan) - 5 points.
Non-academic results (10 points)
- For a high proportion of teachers whose best practices have been popularized - 5 points;
- For the activity of the general education school administration in the media (on the Internet and social networks, as well as educational appearances in the press and on television) - 5 points.
Effectiveness of educational work (15 points)
- For the participation of students in the educational process (attendance) of general education organizations - 5 points;
- For the effectiveness of spiritual and educational activities in general education schools (winning of students in cultural, legal, environmental, military-patriotic competitions) - 5 points;
- Results of district (city), regional, and republican competitions (winning of competitions in the fields of culture, art, reading, technology, and sports) - 5 points.
Effectiveness of financial activity (5 points)
- For the financial effectiveness of the activities of a general education institution (attraction of extrabudgetary funds) - 5 points.
Level of provision with qualified teachers (30 points)
- For a high proportion of teachers with the highest and first qualification categories - 20 points;
- 10 points - for teachers holding certificates according to national and internationally recognized examination systems.
In this case, the principal of the school receives a bonus of 20 percent for scoring 91-100 points, 15 percent for scoring 81-90 points, 10 percent for scoring 71-80 points, and 5 percent for scoring 61-70 points.
Deputy Directors will receive bonuses of 10% for scoring 91-100 points, 7.5% for scoring 81-90 points, 5% for scoring 71-80 points, and 2.5% for scoring 61-70 points.
If the performance indicators of the school principal and their deputies are 60 or lower, these bonuses are not assigned to them.
