Will teachers involved in the census receive additional payments?

On social networks, reports are being published that pedagogical workers are involved in the population census, in particular, class teachers have been instructed to register the parents of each student and obtain a certificate.

So, is it legal for a teacher to be involved in these activities?

In accordance with the Decree of the President of the Republic of Uzbekistan dated September 19, 2025 "On the Conduct of the Population and Agriculture Census in the Republic of Uzbekistan," it is planned to conduct a population and agricultural census from January 15 to February 28, 2026, and it is determined that this census will be carried out by the "mahalla seven."

According to Article 5 of the Law on the Status of a Teacher, it is prohibited to involve a teacher in work not related to their professional activity.

However, according to paragraph 10 of this article, the involvement of a teacher in events not related to their professional activity, but having political and social significance, i.e., assistance in the work on the population census, with their consent, on the basis of an agreement concluded with them, may be carried out for additional payment, in their free time from work, or with the preservation of the average salary at the place of work.

Note that in the case of involving teachers in the population census work, the teacher must first give their consent to this, as well as conclude a contract with them and pay additional remuneration.
