A draft government resolution on further improving the system of organizing and conducting subject Olympiads among gifted students has been published.


This resolution defines the procedure for organizing and conducting subject Olympiads, competitions, and contests, as well as the selection of participants and incentives for winners of international Olympiads.


In addition to the main Olympiads, special emphasis is placed on additional republican Olympiads organized by local government bodies, ministries and departments, state and non-state educational organizations on their own initiative.


Additional republican Olympiads in general education subjects will be coordinated with the Center for Subject Olympiads under the Agency of Specialized Educational Institutions.


For the additional republican Olympiad, the initiating organization sends an application to the Center with information on the purpose of the Olympiad, the place and time of its holding, the list of subjects for which the Olympiad is planned, the requirements for participants (class, age, etc.), the established prize fund for the winners and prize-winners, as well as additional benefits.


In this case, the application must clearly state whether the planned subject Olympiads and competitions are commercial (paid) or non-commercial, the procedure, conditions, and funding sources.


The Center considers the application within ten working days from the date of its receipt and gives a reasoned response on the consent or refusal to hold an additional republican Olympiad.


In this case, the Center may refuse to hold the Olympiad if the purpose of the Olympiad does not comply with the basic principles in the field of education established by current legislation, and the place and time of the Olympiad pose a threat to the life and health of the participants.


In general, the requirement to mandatorily coordinate the holding of additional subject Olympiads with the Center may at first glance seem like an attempt to establish order, but in practice, this system can also create a number of serious problems.


First of all, it is difficult to talk about healthy competition in a situation where the licensing center itself remains the organizer of the Olympiads. In such a system, the Center becomes not only a controller, but also a direct market participant. As a result, they have the opportunity to limit or reject initiatives that could be competitors on various grounds.


This procedure also creates additional bureaucratic obstacles for the initiators. The need to coordinate each Olympiad separately slows down the emergence of new projects, reduces the activity of the private sector, and leads to the limitation of innovative approaches.


Most alarmingly, this system could also lead to a monopoly in the field of science Olympiads. That is, the main initiatives can be concentrated around only one center, while other entities can be gradually displaced from the market.


The draft document also provides for the procedure for organizing and conducting olympiads in general education subjects among students of state and non-state general secondary educational organizations, academic lyceums and professional educational organizations, selecting participants of prestigious, international and regional olympiads, and encouraging the winners of olympiads.


Now, the Center for Subject Olympiads under the Agency of Specialized Educational Institutions will launch a single electronic platform containing information about the Olympiad schedule, international Olympiad selection processes, Olympiad results, participants' personal pages, teachers of Olympiad winners, heads of national teams, and Olympiad judges.


Develops and implements mechanisms for reducing the human factor in the verification of the work of Olympiad participants and centralized assessment of Olympiad work.


Throughout the year, it will organize intellectual camps, training camps for representatives of local and foreign teams, subject Olympiads and competitions, training seminars for teachers, and other non-commercial and commercial educational services.


Also, in order for students to adequately prepare for subject Olympiads, a scientific-analytical journal "STEM" will be created, in which articles, news, scientific research, Olympiad tasks and their solutions, and student works related to subject Olympiads will be published.


Currently, discussions are underway on a draft government resolution on further improving the system of organizing and conducting subject Olympiads among gifted students.
