Starting from the 2024/2025 academic year, pedagogues of general secondary education organizations who do not have the appropriate category will be gradually required to obtain a professional certificate.
The decision No. 87 of the Cabinet of Ministers dated February 2, 2024 and the order No. 51 of the Ministry of Pre-school and School Education dated February 22, 2024 were signed.
What is a professional certificate?
Professional certificate is a state model document with a QR-code, issued for an unlimited period of time, giving an individual who has successfully passed the control test the right to engage in pedagogical activities.
What categories of educators are involved in professional certification?
Individuals with higher education who have been hired for the teaching profession in the state general secondary education organization for the first time, as well as pedagogic personnel of general secondary education organizations who do not have the appropriate category, are involved in professional certification tests.
How are professional certification tests conducted?
As a rule, the control test for obtaining a professional certificate is held every year in March-May. The professional certification control test is conducted in the form of a test on a computer (online platform).
The control test will consist of 50 tasks, each correctly completed task will be evaluated with 2 points, and a total of 100 points will be given for the control test.
An applicant who has scored 56 or more points according to the result of the control test is considered to have passed the control test. An applicant who scored less than 56 points is considered to have failed the control test.
What happens if the applicant does not receive a professional certificate?
For applicants who have participated in the control test for the first time and failed to pass it, an extraordinary control test is organized every year until the beginning of the new academic year.
An employment contract concluded with an applicant who failed to get enough points after participating in the extra-ordinary control test will be canceled in accordance with the procedure established by the labor law.
And the employer sends a complaint (appeal) to the higher education institution where the applicant, whose employment contract has been terminated, has failed to pass professional certification.
Who is not involved in professional certification?
Specialists with master's degree, candidate of science, doctor of philosophy (PhD) or doctor of science (DSc) degree and pedagogic personnel with the scientific title of senior researcher, associate professor and professor awarded by the Higher Attestation Commission are involved in professional certification. not done.
Who is exempted from professional certification for a certain period?
- pregnant women, women on pregnancy or maternity leave, during their leave and for one year after starting work;
- women with children under the age of three who are engaged in pedagogical activity (until their child turns three);
- pedagogic personnel undergoing long-term treatment (for more than three months), during the period of their treatment and for six months after starting work;
- Pedagogical personnel sent to study, retraining and professional development courses in the republic and foreign countries for a period of three months and longer are exempted from professional certification for a certain period of time for six months after their employment.
Where to apply for professional certification?
The candidate registers to participate in the control test by going to the state service centers in person or by filling out the appropriate questionnaire through YIDXP.
The registration period for participation in the control trial lasts at least one month. The registration date for participation in the control test will be announced on the official website of the ministry.
Is there a fee for professional certification?
The applicant will not be charged a fee for participating in the control test for obtaining a professional certificate for the first time.
However, an applicant who has registered to participate in the control test and does not participate for valid reasons is considered to have failed the control test and is required to re-register to participate in the control test.
In order to re-participate in the control test, the applicant will have to pay 340,000 soums in the amount of one times the amount of the basic calculation.
A 50 percent discount on payments is applied to persons registered in the information system of the single register of social protection, as well as to persons with disabilities of groups I and II.
When registering through YIDXP for the provision of public service, 90 percent of the specified fee is charged to the applicant.
An applicant who does not participate in the control test for valid reasons will not be charged a fee for taking part in the extra control test.
