34 thousand children do not go to educational institutions due to disabilities
As we reported earlier, today, under the chairmanship of President Shavkat Mirziyoyev, a videoconference was held on the work done in the field of social protection and priority tasks for 2025. At the meeting, it was noted that the coverage of children with disabilities in kindergartens and schools is lowest in Kashkadarya, Samarkand, Surkhandarya and Tashkent regions.
In the republic, 16.5 thousand such children do not go to school, 17.5 thousand do not go to kindergarten, and another 11 thousand children are studying in special boarding schools away from their parents.
Therefore, the Agency for Social Protection, the Ministry of Preschool and School Education, and regional khokims were instructed to open inclusive education groups in one kindergarten in each district by February 1, 2025. By September 1, 2025, inclusive classes will be organized in 954 schools, and conditions will be created for the education of 1.8 thousand children with disabilities.
The Agency for Social Protection has been instructed to introduce a system of reimbursement of 75% of the cost of school attendance for children with disabilities.
It was also noted that it is necessary to turn 90 special schools for the education of children with mental and physical disabilities into a multifunctional school. Thanks to this, 2,000 children with disabilities will be able to live with their parents and study at a school in the nearby area
Starting from the new academic year, one such school will be established in Tashkent.
The President also noted that this year, 73 day care and care groups were established for children with disabilities. Now, additional opportunities will be created to attract the private sector to this sector.
That is, entrepreneurs will receive a subsidy of 100,000 soums per child per day, and a low-cost loan of up to 30 million soums for the equipment of rooms.
Thanks to this, a system of day care for 2,000 children with disabilities will be established in Karakalpakstan, Andijan, Kashkadarya, Samarkand, Tashkent region and Tashkent city. This system will be introduced in other regions by October 1, 2025.
Responsible persons were instructed to attract 15,000 children with disabilities to education next year.
At the meeting, it was noted that sports will be expanded for people with disabilities based on international standards, and their ability to do this will be automatically determined depending on the type of disease. As a result, the number of people with disabilities who can get a referral to sports will increase from 286 thousand to 440 thousand.
Responsible persons were instructed to increase the coverage of adaptive sports by 1.6 times next year and bring it to 45 thousand. From January 1, the salaries of coaches who engage these people in sports will be increased by 1.5 times.
130 sports schools, 90 special educational institutions and 29 sports facilities in the "Muruvvat" house will be adapted to adaptive sports. 300 new workrooms will be built on site, and they will have the same conditions.
At the meeting, it was noted that this year alone, 300 boys and girls from orphanages returned to the family environment. Currently, there are another 500 children who are receiving education and upbringing separated from the family environment.
Responsible agencies were instructed to place 500 children in family orphanages and create conditions for their education based on the experience of the National Guard. The list of schools specializing in the residence and education of unattended and neglected children will be revised, with a 5% quota for such children.
It is envisaged to send children to these schools on the basis of a referral from the Agency for Social Protection.
In general, the first deputy director of the National Agency for Social Protection Sh.Mirziyoyeva was tasked with coordinating the issues of organizing the quality education and upbringing of children with disabilities and children deprived of parental care and their return to the family environment.
