By Resolution No. 78 of the Cabinet of Ministers dated February 11, 2025, the Regulation "On the Procedure for Interaction of General Secondary Educational Institutions and Business Entities in Vocational Training of Students" was approved.
Starting from 2025, the Ministry of Preschool and School Education, together with the Chamber of Commerce and Industry, will organize excursions for 8th-grade students to enterprises and organizations in the fields of industry, production, services, and agricultural technologies in order to direct students to professions corresponding to their abilities and interests, and to familiarize them with modern professions.
Now, the ministry will annually, by April 1, form and approve a list of schools where vocational training will be introduced in the next academic year. Relevant vacant buildings in schools where vocational training is being introduced in students' free time will be provided free of charge to entrepreneurs.
By the end of the 2024/2025 academic year practical exams in professions and the procedure for issuing electronic certificates.
The practice of involving entrepreneurs in vocational training of students in extracurricular time will be organized in the 2025/2026 academic year as an experiment in Syrdarya, Khorezm regions and the city of Tashkent, and based on the results of the experiment, a proposal will be submitted to the Cabinet of Ministers by July 1, 2026, to introduce this practice in other regions.
The Council of Ministers of the Republic of Karakalpakstan, the khokimiyats of the regions and the city of Tashkent shall provide schools where vocational training of students has been organized with the necessary equipment and raw materials at the expense of local budgets.
In the process of vocational training for students in grades 10-11 of schools where vocational training has been organized by business entities, based on notification of one of their parents or guardians, measures will be taken to organize the receipt of wages in the amount of at least 50 percent of the monthly salary established for business entities in accordance with labor legislation.
Cooperation between schools and entrepreneurs will be carried out in the following areas:
- the first direction - attraction of specialists from entrepreneurs or masters of vocational education of artisans (on a part-time basis) to schools where the Ministry of Preschool and School Education has introduced the direction "Business and Vocational Training";
- the second direction - the vacant building of the school is provided to participants of the "20 thousand entrepreneurs - 500 thousand qualified specialists" program for free use for a period of up to three years on the basis of a direct contract with the condition of vocational training of students in their free time from classes for the organization of a practical monocenter.
The direction "Business and Vocational Training" is introduced in grades 10-11, and the types of professions taught in this direction are determined based on the results of a survey conducted among 9th-grade graduates of the academic year preceding the current academic year.
Based on the results of the survey, classes are divided into types of professions. In this case, based on the interests of students, classes are redistributed by types of professions. When classes are redistributed, their number does not exceed the number of classes in the school.
Professions are taught in 3 hours a week in each 10th-11th grade - a total of 6 hours, with no more than two professions taught in one class. When students in a class choose one profession, if their number is 25 or more, this profession is taught in two groups.
When students in one class choose two professions, regardless of their number, classes are divided into two groups according to the types of professions. Entrepreneurs will organize free extracurricular clubs in schools to train students in professions based on the "Master-Apprentice" tradition.
Students of grades 7-11 with an interest in the profession attend these professional clubs are involved. Entrepreneurs who organize vocational clubs undertake to ensure the safety and social equality of students, provide the necessary equipment and raw materials for the club.
