When will the procedure for providing a 70% bonus be introduced?

The registration process for the next certification has begun. The presidential decree stipulated the introduction of a 70% bonus from January 1, 2025. But the ministry is silent.

I am of the highest category, and if it were clear that I am 70% qualified, I would take an unscheduled attestation. But there is no definite answer yet. Please, clarify this matter.

Clause 3v of the Decree of the President of the Republic of Uzbekistan No. UP-79 dated May 26, 2023, stipulates that by January 1, 2025, the practice of issuing a qualification certificate to teaching staff based on international standards will be established through the accreditation of the system for awarding qualification categories by authorized foreign organizations.

At the same time, it is envisaged that pedagogical personnel who have received a qualification certificate based on international standards will be paid an additional fee of 70 percent of the current tariff rates.

Currently, the Ministry of Preschool and School Education has begun cooperation with international organizations. After the system passes international accreditation, teachers who have received a qualification certificate with a result of 86 points based on these requirements will be able to receive a 70% bonus.

What is international accreditation?

International accreditation is the process of verifying the system of assigning qualification categories to teaching staff by internationally recognized organizations and confirming their compliance with the standards established by them.

In this case, the system for assigning qualification categories to teaching staff, as well as the mechanisms for issuing a qualification category certificate for certification, undergo an examination and are approved for compliance with international criteria. This is a kind of complex process.

That is, in this process, foreign organizations check Uzbekistan's system for assigning qualification categories to teaching staff and compare it with international requirements. After the successful completion of the process, the system is considered to have passed international accreditation.

When exactly can this procedure be implemented?

As mentioned above, for the implementation of this procedure, the system for assigning qualification categories to teaching staff must undergo international accreditation.

No one, not even the Ministry of Preschool and School Education itself, can say for sure when the system will undergo international accreditation.

If teachers submit documents for an unscheduled attestation, won't they be burdened with money?

Clause 21 of the Regulation, approved by Resolution No. 572 of the Cabinet of Ministers dated September 17, 2021, provides for the collection of a fee in the amount of one basic calculated value (340 thousand soums) for the provision of public services for the extraordinary certification of teaching staff.

If pedagogical workers submit an application for an unscheduled attestation and make a payment, assuming that the procedure for awarding a 70% bonus may be introduced during the spring attestation, but the procedure for awarding a 70% bonus is not implemented in practice starting from the spring attestation, the made payments will not be returned to the pedagogical workers.

Therefore, we advise educators to take the above circumstances into account.
