This year too, the minister's bonus quota hasn't been fulfilled: will there be a retest?

As you know, on February 25 of this year, test trials were held throughout the republic to receive a monthly bonus from the Minister's Fund.

Of the 4,499 candidates registered in 27 subject areas for the 1,500 quotas allocated for 2025, 4,434 took part in the test trials.

The Ministry of Preschool and School Education announced that the initial total number of those who passed the next stage of these tests (who scored 80 points or higher) was 988.

That is, the quota allocated for 2025 was not filled this year, and a total of 512 places remained vacant.

Today, February 28, at a press conference with the participation of the leadership of the Ministry of Preschool and School Education, we asked Deputy Minister Sardor Radjabov whether a retest will be conducted to fill these quotas.

It is no secret that there is no transparency in the submission of candidates to the ministry (Working Group) for selection in relation to the quota established for the district (city) by the territorial councils for reforming the education system in the regions.

Since most of the actual candidates were not submitted to the ministry, the quota set by the ministry is not met annually. For example, in 2023, the quota for the minister's bonus was set at 2,000 people, of which 1,697 were recommended for the minister's bonus. In 2024, this quota was set at 1,250 people, of which only 1,005 were recommended for the minister's bonus.

However, although the number of quotas for the minister's bonus remained unfulfilled in 2023 and 2024, the Ministry of Preschool and School Education did not make any efforts to fill these quotas.

However, in accordance with Chapter 6 of the "Regulations on the Minister's Fund," approved by the Resolution of the Cabinet of Ministers No. 425 dated August 2, 2022, if candidates are not selected based on the quotas allocated for a monthly bonus and a one-time monetary reward, or if the number of persons receiving bonuses and allowances is less than the quota, additional selection is permitted in accordance with the relevant decision of the Working Group with the authority to revise the quotas.

Will there be retesting this year to compensate for the vacant quotas for the minister's bonus? Sardor Radjabov, Deputy Minister of Preschool and School Education, answered this question as follows:

So, 1,500 quotas have been allocated, and this situation existed in previous years. This was the main reason for the changes made to "425" as well. Candidates who come to us, those who come with recommendations, are not able to accumulate the necessary points.

According to the current procedure, if we work according to this procedure, we will need to take the list of candidates from the regional councils once again, the regional council commissions will work, and we will have to give teachers to us again. After that, we could test them again.

However, as we have already said, amendments and additions have now been made, and the regulation will come into force from the date of its signing, as you know, from a legal point of view.

That's why he's now connected to the category and hasn't yet received any objections or appeals from the appeals committee regarding the numbers you mentioned. We will also consider the conclusion of the appellate commission in this regard. After that, proceed to the second stage.

This does not mean that all the aforementioned teachers receive a ministerial bonus. Because in the second stage, another test awaits them, that is, they have a presentation before the commission.

From the Deputy Minister's response, it can be understood that unfilled quotas for the minister's bonus will not be retested.
