Despite the fact that there are still 63 days left until voting on the collective appeal, it managed to collect more than 10 thousand votes. However, there are also those who voted against this petition. That is, the same number of respondents voted against this appeal.
According to reports circulating on social networks, the collection of opposing votes was carried out by coercing teachers.
Is there liability for coercion to vote?
By a joint resolution of the Council of the Legislative Chamber and the Senate of the Oliy Majlis of the Republic of Uzbekistan, the Regulation "On the Procedure for Submitting and Considering Electronic Collective Appeals through the "Mening fikrim" web portal" was approved.
According to paragraph 14 of Chapter 2 of the Regulation, first of all, the right to appeal should be exercised voluntarily. No one may be compelled to participate in actions to defend or oppose any appeal.
That is, neither votes in favor of the petition nor votes against it can be enforced. Also, according to paragraph 20 of the regulation, it is prohibited to prosecute the initiator of the appeal, his family members in connection with the filing of the appeal.
Do opposing voices matter?
According to paragraph 2 of clause 28 of the Regulation, the general vote on the appeal is considered complete after the necessary number of supporting votes has been collected.
In this case, an appeal addressed to the chambers of the Oliy Majlis of the Republic of Uzbekistan and the Cabinet of Ministers of the Republic of Uzbekistan must receive at least 10,000 supporting votes.
An application that has received the required number of supporting votes is sent by the moderator to the authorized state body no later than the next business day.
That is, the regulation only mentions supporting votes, and there is no provision that the petition will be rejected if it simultaneously receives opposing votes.
Will the new assessment system be canceled?
In accordance with the requirements of the Regulation, this appeal, having received more than 10 thousand votes, is sent to the relevant authorized state body - the Legislative Chamber and the Senate of the Oliy Majlis of the Republic of Uzbekistan or the Cabinet of Ministers of the Republic of Uzbekistan.
According to paragraph 35 of the Regulation, the relevant authorized state body considers the appeal and makes a reasoned decision.
Now, an appeal that has received more than 10,000 votes must be officially reviewed by the relevant government agencies and a reasoned decision must be made.
After that, a decision may be made to cancel or not cancel the new assessment system introduced in some schools.
For reference: starting from the 2023/2024 academic year, a new procedure for teaching and assessing knowledge was introduced in 500 general secondary schools, and from the 2024/2025 academic year, 2 schools were assigned to each of these schools, and the coverage of the new system was increased to 1,500.
In 2025, it was planned to increase the number of general education schools with a new assessment system from 1,500 to 3,000.
