The position of school advisor will be introduced by reducing the staff of the deputy director.
We previously reported on the introduction of a consultant position in every school. A presidential decree on the introduction of this position was signed.
According to the decree, starting from October 1, 2025, the position of Deputy Director for Spiritual and Educational Work in general secondary education organizations within the preschool and school education system will be allocated to each general secondary education organization at the expense of 3,400 vacant staff positions.
By the end of 2025, a staff unit for the position of school advisor will be introduced in educational institutions at the expense of staff units that will be optimized and allocated from January 1, 2026.
As is known, the position of Deputy Director for Spiritual and Educational Work is determined by the number of class sets. As the number of classes increased, some schools were allocated 0.5 staff positions for deputy directors for spiritual and educational work.
Now, due to the optimization of the position of deputy director for spiritual and educational work in 0.5 staff units in all schools of the republic, the position of school consultant is being introduced. That is, from now on, there will be no substitute in schools working at a 0.5 rate.
The official salary of a school advisor is equal to the official salary of the deputy director of a general secondary education organization. From September 1, 2026, school consultants holding a management certificate will be paid additional monthly bonuses to their official salary in the amount of 30 percent, respectively, during the validity period of the certificate.
In order to develop social skills in working with students of general education institutions, a system based on the interaction of mahalla, school, family, and public organizations will be introduced.
At the same time, the deputy director for spiritual and educational work in general secondary educational organizations and the psychologist conduct a systematic analysis of the behavior of all students based on indicators developed on the basis of advanced foreign experience.
Based on the results of the analysis and the needs of students for personal development, targeted areas of work with them are determined, and responsible persons and individual work plans for each area are approved.
The development of students' leadership, creative, and initiative abilities, as well as their involvement in social and environmental projects and clubs, is coordinated by school consultants.
Targeted work with students experiencing certain behavioral difficulties is carried out in cooperation with deputy directors for spiritual and educational work, school psychologists, youth leaders, and the mahalla and parent councils.
