Is it possible to withdraw class leadership without the teacher's consent?

I am a primary school teacher, I have secondary specialized education. Currently, I am studying part-time at the university, and I will soon receive my diploma.

However, our director wants to take the class away from me because I am a teacher with secondary specialized education. What does the law say about this? Please, clarify.

According to the qualification characteristics of teachers, approved by Order No. 9 of the Minister of Preschool and School Education dated January 13, 2026, primary school teachers must have at least a secondary specialized pedagogical education in the field of primary education or at least a bachelor's degree in higher education and have completed a professional retraining course with the right to teach in the field of primary education.

Also, according to the job description of the class teacher, approved by Order No. 190 of the Minister of Preschool and School Education dated June 27, 2023, it is envisaged that class leadership can be assigned to employees who work as the main worker in the school, possess managerial skills, and can approach work with students responsibly.

In this case, classroom management in primary grades is assigned to teachers assigned to internal grades. That is, it is assumed that at least a secondary specialized pedagogical education in the field of primary education is sufficient for a primary school teacher.

Also, in paragraph 6 of the Resolution of the Cabinet of Ministers No. 275 dated December 21, 2005, and in paragraph 4 of Appendix No. 3 to the Resolution, there is also a mention of teachers with secondary specialized education, and there is no norm stating that this category of teachers does not work in an educational institution.

Clause 15, paragraph 19 of the Regulation "On the Procedure for Completing Classes and Forming Tariff Lists in General Education Institutions" (registration number 3271) also indicates that teachers with secondary specialized, professional education may work in an educational institution before being provided with teachers with higher education.

In this case, classroom management in primary grades is entrusted to teachers of native language, reading, and mathematics.

Therefore, at the same time, it is illegal to take away classroom leadership from primary school teachers entrusted with it, citing their secondary specialized education.

It should be recalled that the requirements for the position of class teacher were eased after the problem of class teachers arose following the document signed by the Minister of Preschool and School Education, Ezoza Karimova.

That is, by order of the Minister No. 398 of October 23, 2025, the requirement for class teachers to have a higher pedagogical education has been completely abolished.
