Classroom leadership requirements have changed

Until now, there were no restrictions on providing classroom guidance to teachers with secondary specialized education in primary grades. Also, a minimum of 3 years of pedagogical work experience was required for classroom management.

By the relevant order of the Ministry of Preschool and School Education, additions and amendments were made to this regulation.

In accordance with Appendix No. 5 to the order of the Minister of Preschool and School Education dated August 25, 2025 No. 308 "On Amendments to Certain Orders of the Minister of Preschool and School Education," in the order of the Ministry dated June 27, 2023 No. 190 "On Approval of the Job Instructions of the Deputy Director for Spiritual and Educational Work and Class Teachers of a General Secondary Educational Institution":

• a) Clause 2 has lost its force;

• b) the second paragraph of clause 3 of Appendix No. 2 shall be worded as follows:

"having a higher pedagogical education."

That is, to put it simply, teachers with secondary specialized education are no longer given classroom guidance, and the requirement for a class teacher to have at least 3 years of pedagogical work experience has been canceled.

In this case, the phrase "with at least 3 years of pedagogical work experience" corresponds to the second paragraph of clause 3 of Appendix No. 2, some incorrectly conclude that this is the first paragraph. In fact, the phrase "The class teacher is selected based on the following criteria:" is the first paragraph of clause 3.

Thus, according to the new procedure, the class teacher will be selected based on the following criteria:

• having a higher pedagogical education;

• Classroom management is not permitted for teachers working mainly at the school (in general education institutions, teachers working on an hourly basis (including part-time work) are not allowed);

• possessing managerial abilities;

• capable of a responsible approach in the process of working with students;

• in primary grades, classroom management is assigned to teachers assigned to primary grades.
