Earlier, we reported that the questions from the national certification exam in history, conducted in early April, had allegedly been leaked and sold in advance.


Following this, the Agency for Knowledge and Qualification Assessment issued an official statement and partially acknowledged that 33 questions were substantively similar.

However, the questions for the history certification exam had reportedly been leaked beforehand. Later, the Agency for Knowledge and Qualification Assessment released an official response, stating that the audio files and other materials available to the editorial team were also in the Agency’s possession and had been reviewed.


As part of the investigation, the questions read aloud in the audio chat were compared with the actual exam questions used during the test. As a result, 33 of them were found to be substantively similar, although the Agency emphasized that they were not identical word-for-word.


Following the Agency’s statement, several public commentators also shared their views. In particular, education expert Komil Jalilov stated that the probability of 33 out of 50 questions “coincidentally” matching among more than 400 questions was highly unlikely.


Komil Jalilov also stressed that if some test takers had prior knowledge of the exam questions and answers — whether all of them or only a portion — it would completely undermine the validity of the test.


According to historian and educator Jalol Boltayev, drawing a general conclusion that “33 questions matched out of 400” based solely on one set of 50 questions is not entirely well-founded, and such an approach could be regarded as manipulative.


Educator Davron Akbar stated that if it is confirmed that exam questions were leaked before the examination began, all results should be canceled and the exams should be conducted again.


Educator Husanboy Xoldorov noted that suspicious circumstances had already been observed back in January. He added that just one day after the exam, several black-and-white pages containing materials had come into his possession.


Despite these developments, the announcement of the history national certification results by the Agency for Knowledge and Qualification Assessment is likely to further intensify public debate and objections.


This is because allegations regarding the prior leakage of exam questions, audio recordings, and the concerns raised by experts and educators still remain unanswered.


If it is confirmed that some of the exam questions were known in advance, it would represent a serious blow to the transparency and fairness of the entire testing process. This issue becomes even more significant considering that national certification results affect university admissions, additional qualification points for teachers, and other important opportunities.


Although the Agency stated that it would provide additional information based on a statistical analysis of the exam results, no official explanation has yet been issued. Furthermore, the Agency has not announced any decision regarding the cancellation of the results or the re-administration of the history certification exams.
