Are there not enough funds to hold the Republican Children's Art Festival "Rainbow Stars"?

It is known that in order to ensure the implementation of five important initiatives put forward by the President, the "Rainbow Stars" Republican children's art festival is held every year.
According to the rules of the competition, the festival will be held in three stages - district (city), region and republic. But for the last 2-3 years, the republican stage of the competition has not been held.
In order to find out the reason for this, we contacted the officials of the Central Council of the Youth Union of Uzbekistan and tried to study the issue.
The official of the Central Council of the Youth Union of Uzbekistan said that the Youth Union of Uzbekistan, the Ministry of Preschool and School Education, the Youth Affairs Agency and the Ministry of Culture are responsible for conducting this competition.
At the same time, the regional stages of the competition and its financing are provided by the Youth Affairs Agency. Holding the republican stage of the competition requires a lot of money.
For this, the Ministry of Culture will have to take the initiative. Currently, the "Rainbow Stars" Republican Children's Art Festival ends when the festival reaches the regional stage, as the relevant ministries do not take the initiative to hold the republican stage and funds are not allocated for it.
So, it can be seen that the implementation of the decisions of the President No. PQ-112 of February 2, 2022 and No. PQ-92 of January 19, 2022 is not sufficient.
