According to the administrative regulation approved by the decision of the Cabinet of Ministers No. 87 of February 2, 2024, a trainee-teacher is an individual with a higher education who was hired for the first time in the teaching profession in a state general secondary education organization. .
This regulation defines who should not be involved in professional certification, according to which:
- Pedagogical personnel with the degree of candidate of science, doctor of philosophy (PhD) or doctor of science (DSc) and the title of senior researcher, associate professor and professor awarded by the Higher Attestation Commission;
- Specialists with a master's degree are not involved in professional certification.
According to the regulation on the procedure for certification of pedagogic personnel, approved by the Cabinet of Ministers' decision No. 572 of September 17, 2021, newly hired pedagogic personnel or higher education organizations who have not previously been certified are the first to graduate after completing three years of professional activity, the new pedagogic personnel will undergo the next mandatory attestation.
However, pedagogic personnel can be certified at their own discretion. Even if intern-teachers have passed extraordinary certification and received the second qualification category, this category does not replace the professional certificate.
The conclusion is that trainee-teachers who passed extraordinary certification and received the second qualification category are also involved in the professional certification exam.
