Is it right to reduce the percentage of teacher allowances by the middle of the year?

Last year, I was assigned a 20% bonus from the director's fund according to Resolution 823, and in January 2025, 10% of the bonus was unreasonably removed. When I asked about the reason, I only heard excuses from finance and higher authorities that such an order exists. How justified is this?

The assignment of bonuses to pedagogical workers from the director's fund is regulated by the Regulation "On the Procedure for the Formation and Use of the Director's Fund for Incentivizing Distinguished Employees of General Secondary Educational Institutions," approved by the Resolution of the Cabinet of Ministers dated September 30, 2019 No. 823.
According to paragraph 21 of the Regulation, monthly allowances from the Fund to the basic tariff rates of pedagogical workers of general education institutions are established for the new academic year based on the results of the previous academic year.
That is, when determining the amount of the bonus, the teacher's results from the previous academic year are taken into account. In this case, by the middle of the year, they are not entitled to give instructions to any responsible teachers to reduce the percentage of assigned bonuses.
Also, according to paragraph 9 of the regulation, interference in the activities of working groups created in educational institutions of territorial departments of preschool and school education, as well as in decisions made by them, is not allowed.
Even if this instruction is given by the Ministry of Preschool and School Education, it is considered an illegal instruction.
Because the arbitrary reduction of the percentage of the bonus paid to the teacher from the director's fund, especially if it is established at the beginning of the academic year and is determined based on the teacher's work results for the previous year, contradicts current regulatory documents.
Therefore, it is impossible to reduce the percentage of bonuses assigned to pedagogical workers. In this case, the direct interference of higher organizations is illegal. Therefore, in such cases, teachers are advised to contact the regional branches of the Ministry of Justice or the Republican Council of the Trade Union of Education and Science Workers of Uzbekistan to protect their rights.
