The awarding of points for bonuses to teachers who have improved their qualifications in 2024 has been officially confirmed.

Since on February 16 of this year, many teachers received appeals regarding the awarding of points for bonuses to teachers for advanced training, we provided information about this and gave a full explanation of the situation.

Despite the fact that we answered this question in detail, the problems in the regions were not eliminated. More precisely, the authorities did not want to admit this.

After that, we provided full information about this on our Instagram page, explained the situation in detail through a video message, and asked the Ministry of Preschool and School Education to give an official instruction immediately.

Finally, on June 11, 2025, the Ministry provided a full explanation on this issue.

In the Ministry's directive letter No. 03-32-1540 dated July 11, 2025, it was noted that taking into account that the certificate of teachers who have completed an advanced training course in 2024 and have the appropriate certificate will remain in force until the next mandatory qualification upgrade, it is advisable to award these teachers the maximum score according to the established procedure.

Below is a detailed explanation from the ministry

"In Appendix No. 1 to the Regulation, approved by the Resolution of the Cabinet of Ministers of the Republic of Uzbekistan dated September 30, 2019 No. 823 "On Improving the Procedure for Material Incentives for Exemplary Employees of General Secondary Educational Institutions," in position 7 of the table of criteria for assessing the activities of teachers, psychologists and library workers, a maximum assessment of up to 10 points is established for completion of advanced training courses.

In the explanatory part of this evaluation criterion table, position 7 is explained, where it is strictly established that if appropriate professional development courses are not organized independently of the pedagogical worker, the maximum score for this indicator will be awarded.

Currently, justified complaints are being received from the regions about cases of unjustified failure to assign points by working groups on the grounds that the teacher, regardless of the employee, was not involved in the relevant advanced training courses, but did not undergo the advanced training course.

In accordance with the Resolution of the Cabinet of Ministers No. 867 of December 20, 2024, "On Improving the System of Continuous Professional Development of Preschool and School Education Workers," a new procedure has been introduced, according to which, starting from January 1, 2025, employees of preschool and school education organizations will be involved in compulsory advanced training courses once every five years (according to the old procedure, once a year), and an average of 20 percent of the organization's employees will be required to undergo advanced training annually.

A pedagogical worker who has improved their qualifications in 2024 must be sent by the employer for mandatory advanced training within the next five years. Until this deadline, his certificate of advanced training in 2024 is valid, except in cases of non-attendance of the training course at the appointed time, as well as non-attendance without valid reasons and failure to receive a certificate of the established form.

"Considering the above and the fact that the certificate of teachers who have completed an advanced training course in 2024 and have the appropriate certificate will remain in force until the next mandatory qualification upgrade, it is advisable to award these teachers the maximum score according to the procedure established in the explanatory part of position 7 of the above assessment criterion," the ministry's official instruction letter says.
