Will teachers of music and physical education receive a bonus for the national certificate from the new academic year?

A draft resolution "On the Introduction of a National Assessment System for Determining the Level of Knowledge and Professional Skills of Music Culture and Physical Education Teachers" has been published on the portal for discussion of draft regulatory legal documents.
According to it, starting from the 2025/2026 academic year, it is proposed to introduce into practice a national assessment system for determining the level of knowledge and professional skills of teachers of musical culture and physical education.
According to the draft document, the national assessment is carried out in the following two stages:
- the first stage - test trials conducted by the Agency for Assessment of Knowledge and Qualifications under the Ministry of Higher Education, Science and Innovation;
- the second stage - a practical (creative) exam, conducted by the Ministry of Culture and the Ministry of Sports.
Test questions to determine the level of knowledge of music culture and physical education teachers are developed by the Agency for Assessment of Knowledge and Skills, and practical (creative) exam materials are developed by the Ministry of Culture and the Ministry of Sports in coordination with the Ministry of Preschool and School Education.
In this case, certificates of levels A+, A, B+, B, C+, C, are issued to determine the level of knowledge of musical culture and physical education. Test results are calculated based on the international methodology - the Rash model.
Based on the average result of the practical (creative) exam and test trials:
- A+ level for applicants who scored more than 70 points;
- 65 - A level for applicants who received 69.9 points;
- 60 - B+ level for applicants who scored 64.9 points;
- 55 - level B for applicants who scored 59.9 points;
- 50 - C+ level for applicants who received 54.9 points;
- Candidates who score 46-49.9 points will be awarded a C-level certificate.
The certificate is issued for a period of 3 years. In this case, a teacher who has received a B+ and higher level certificate is paid a bonus to their salary in the manner prescribed by law.
We remind you that the discussion of the draft resolution will continue until May 13 of this year.

It has become clear that teachers will receive a 70% bonus.
Uzbekistan's system for assigning qualification categories to teaching staff has undergone international accreditation by the International Society for Accreditation of Education (INTEAS).

Is it right to reduce the percentage of teacher allowances by the middle of the year?
Last year, I was assigned a 20% bonus from the director's fund according to Resolution 823, and in January 2025, 10% of the bonus was unreasonably removed. When I asked why, I only heard excuses from finance and higher authorities that such instructions exist. How justified is this?

An addition has been made to the list of measures taken into account when assigning bonuses to teachers.
Even if students achieved results in natural sciences (physics, chemistry, biology) at the Al-Khwarizmi Olympiad in exact and natural sciences (science), teachers had to be denied points for bonuses.

Will the results of the Al-Khwarizmi Olympiad affect the bonus?
Will the results of students from the recently held Al-Khwarizmi Science Olympiad be taken into account when awarding points to teachers for bonuses?
