Is the Education Inspection organization returning again?

Nine years ago, in 2025, the State Inspectorate for Supervision of the Quality of Education was established under the Cabinet of Ministers of the Republic of Uzbekistan.
The main tasks of this inspection were:
- assignment of qualification categories to pedagogical personnel;
- certification and state accreditation of state and non-state educational organizations;
- analysis of the compliance of the knowledge of pupils, students and listeners with the requirements of the State Educational Standard, determination of the rating of educational organizations;
- issuance of licenses to non-state educational organizations;
- organization of the recognition of educational documents issued in foreign countries;
- conducting an examination of documents submitted for issuing permits for the right to conduct educational activities of foreign educational institutions on the territory of the republic.
The Education Inspectorate consisted of departments and directorates such as the Main Directorate for Attestation and State Accreditation of Educational Institutions, the Main Directorate for Quality Control of Teaching Staff, Legalization, Recognition and Nostrification of Educational Documents, and the Main Directorate for Monitoring the Quality of Education.
In general, at that time, the former Education Inspectorate was one of the giant organizations in the field of education in Uzbekistan.
However, in 2023, in order to reduce the non-core tasks of state bodies and form a compact public administration system that meets modern requirements, the State Inspectorate for Supervision of the Quality of Education was abolished, and its tasks and functions were distributed between the Ministry of Preschool and School Education and the Ministry of Higher Education, Science and Innovation, respectively.
The National Agency for Quality Assurance in Education has been established.
On May 5 of this year, the National Agency for Ensuring the Quality of Education was established under the Presidential Administration, whose functions and powers are almost identical to the State Inspectorate for Supervision of the Quality of Education.
This agency, consisting of 62 staff units, is being created on the basis of the "Project Center in the Field of Education" project office.
One of the main functions of the Agency is the state accreditation of educational organizations, and the Agency conducts comprehensive and special state accreditation of only organizations of secondary specialized, vocational, higher and postgraduate education, as well as organizations for retraining and advanced training of personnel (educational organizations). That is, they do not interfere in the activities of state and non-state general secondary educational institutions.
Also, this agency does not engage in the certification of teaching staff and the issuance of licenses to non-state educational organizations.
