Who will make the decision on the new Minister of Education?

As you know, Hilola Umarova, who has been working as the Minister of Preschool and School Education since December 30, 2022, was relieved of her post on July 14 of this year due to her appointment as Deputy Head of the Presidential Administration for Education Reform.
Currently, the position of Minister of Preschool and School Education is vacant, and until the appointment of a new minister, the temporary performance of the minister's duties is entrusted to one of his deputies.
Who nominates the minister's candidacy?
The appointment and dismissal of the Minister of Preschool and School Education are carried out exclusively by the President of the Republic of Uzbekistan. However, the process of appointing a minister consists of several stages.
Initially, according to Article 94 of the Constitution of the Republic of Uzbekistan, the candidate for the position of minister is submitted by the president for consideration by the Oliy Majlis of the Republic of Uzbekistan.
After that, the candidate for the position of minister is considered and approved or not approved by the Oliy Majlis.
According to Article 109 of the Constitution and Article 7 of the Law on the Cabinet of Ministers, the Minister is appointed by the President of the Republic of Uzbekistan if the candidacy is approved by the Legislative Chamber of the Oliy Majlis.
In this case, the Minister begins to perform his duties after being appointed to the position by the President of the Republic of Uzbekistan.
If the Legislative Chamber rejects a candidate for the position of minister, the president submits a new candidate to the Legislative Chamber for consideration and approval.
Thus, both the president and the Legislative Chamber participate in the process of appointing a minister. That is, the final decision on the appointment of the minister is made by the president, but it also requires the consent of the Legislative Chamber.
This procedure was introduced to ensure the appointment of a representative of the executive branch, that is, the Minister of Preschool and School Education, to the position under the control of the people's representatives - parliament.
What should a person who wants to become a minister do?
When considering and approving the candidacy of the Minister of Preschool and School Education in the Legislative Chamber, he must submit an action plan that provides for legal, economic, social, and organizational-technical measures to achieve target indicators and tasks for the future, interconnected with the Action Program of the Cabinet of Ministers.
That is, a person running for the post of Minister of Preschool and School Education must have a clear plan before the Legislative Chamber approves it.
This plan, in simple terms, should answer the questions: "If I become a minister, what will I change, what goals will I achieve, and how will I achieve this?"
Also, as noted above, this plan should be consistent with the general action plan of the Cabinet of Ministers.
Is a candidate for the ministry selected only from among his deputies?
There is no rule in the legislation stating that only his deputies should be nominated as candidates for the position of minister. Therefore, any person can be recommended for the position of minister.
That is, as mentioned above, a candidate for the position of minister is submitted only by the president for approval by the Legislative Chamber.
The nomination of a candidate for the position of Minister is a matter within the competence of the President of the Republic of Uzbekistan. However, one of the deputy ministers of preschool and school education can also be recommended for this position, that is, there are no restrictions on this.
Therefore, there are no official restrictions in the selection of a candidate for the position of minister - the main condition is that the candidate is nominated by the president and approved by parliament.
In conclusion, the process of appointment to the position of Minister of Preschool and School Education is carried out on a legal basis and in several stages.
Although the president is the main initiator in this process, the consent of the Legislative Chamber is also important. At the same time, not only potential, but also a clear action plan is required from the candidate.
